독일 슈피겔지, EU 집행위장·세계은행 총재 등 거론하며 '평범' 지적
국제 기구의 수장 자리가 평범한 행정 관료로 채워지고 있다. 기구 내 영향력 행사에 방해가 될 것을 우려한 강대국이 의도적으로 그런 인물들을 지지하기 때문이다. 독일 시사주간 슈피겔은 23일 "수장을 뽑는 기준이 평범함(mediocrity)의 정도가 됐다"고 보도했다.

포르투갈 출신인 주제 마누엘 바로수 유럽연합(EU) 집행위원장은 평범한 수장의 대표적인 인물이다. 애초에는 벨기에 총리 출신 기 베르호프스타트가 집행위원장으로 유력하게 거론됐다. 바로수가 베르호프스타트를 이길 수 있었던 것은 비교적 야망이 적고 평범해 갈등을 일으킬 소지가 적다는 강대국 지도자들의 판단이 있었기 때문이다.

강력한 수장 하에서 강대국의 입김은 약해질 수 밖에 없다. 자크 들로르가 강한 카리스마를 바탕으로 1995년까지 10년 동안 EU 집행위원장을 지낼 때 유럽 강대국은 조직 내 자국 이익 관철의 어려움을 절감한 바 있다.

슈피겔의 표현에 따르면 9월 연임 투표를 앞둔 바로수 위원장은 '희비극적인 인물'로 전락했다. 유럽의 정치인들은 지지를 호소하는 그와 거리를 두려 노력하고 있으며 악의적인 소문까지 퍼뜨리고 있다. 그를 지지했던 앙겔라 메르켈 독일 총리는 "그가 너무 자주 전화한다"며 노골적으로 불만을 토로하고 있다.

반기문 유엔 사무총장 역시 평범함 덕에 수장 자리에 앉았다고 슈피겔은 평했는데 "정통 관료인 그는 사무총장(Secretary General)이지만 총장(general)보다는 비서(secretary) 역할에 더 관심이 있는 것처럼 보인다"고 적었다. "너무 온화하고 조심스럽게 말한다"는 점도 문제 삼았다.

슈피겔은 세계은행이 경제 위기 하에서 큰 역할을 하지 못하는 것도 평범한 수장 때문이라고 적었다. 관료 출신인 로버트 졸릭 총재는 서류만 중시하는 사람이라는 것이다. 슈피겔은 세계은행 간부를 인용해 "내부 보고서에 은행 운영에 대한 비판이 있으면, 그 점을 개선하는 대신 보고서의 비판 수위를 낮추려 노력하는 사람"이라고 했다.

이 잡지는 올해 취임하는 국제기구 수장들 역시 평범함의 대열에 합류할 것이라고 예고했다. 이 달 말 임기가 끝나는 야스 데 후스 스헤페르 북대서양조약기구(NATO) 사무총장의 후임자로는 솔로몬 파시 불가리아 외무장관이 거론되고 있다. 하지만 슈피겔은 "적임자로 꼽혔다는 그 사실 때문에 파시는 그 자리에 오르지 못할 것"이라고 내다봤다.

국제원자력기구(IAEA)도 마찬가지다. 11월 퇴임하는 현 모하메드 엘바라데이 사무총장은 미국에게 사사건건 비난의 목소리를 높이는 눈엣가시 같은 존재였다. 2002년 이라크 핵 보유 의혹 조사 당시 미국의 편을 들지 않는 등 미국과 불화했다. 차기 총장으로 선출된 일본의 아마노 유키야(天野之彌)에 대해 슈피겔은 "아마노 총장 역시 평범한 수장이 될 것"이라며 "6분간의 수락 연설 동안 준비된 원고를 무미건조하게 읽었다는 점만 봐도 알 수 있다"고 적었다.
