그러나 불행하게도, 이러한 현상의 또 다른 측면에는, 수많은 언어가 머지 않아 소멸할 지도 모를 위험이 존재하고 있습니다. 현재 진행되고 있는 세계화와 획일화의 압력 속에서 수천 개 언어의 소멸을 방지할 수 있는 조치를 취하지 않는다면, 신기술은 정보망에 연결되어 있지 않은 지역에서조차 이미 벌어지고 있는 이러한 현상을 촉진시킬 뿐입니다.

이 문제에 있어 전문가인 부름(S.A. Wurm)씨는, 이미 1995년에 페레즈 드 케야르 위원회(Perez de Cuellar Commission)에 제출한 "소멸위기에 처한 세계의 언어"란 제목의 논문에서, 전 세계의 전문가들이 현재 사용되고 있는 언어의 약 90%가 21세기말이면 사라질 수 있다는 예언을 하고 있다고 밝혔습니다. 제 개인적인 소견으로는 이것은 지나친 경고로 보입니다. 하지만 이것은 그러한 위험이 존재한다는 것과 오늘날 전 세계에서 언어 다양성이 감소하고 있음을 보여주는 것입니다.

이것은 새로운 현상이 아닙니다. 과거에도, 언어사용자의 소멸, 자연 재해나 인간이 초래한 재난, 정치적, 행정적 실패, 또는 규제로 수천 개의 언어가 소멸했습니다. 예를 들어, 1992년에는 세계에서 가장 많은 수의 자음(81개)을 갖고 있던 카프카스계 언어, 우비크어(Ubykh)가 최후 사용자였던 터키인 농부의 사망으로 소멸했습니다. 과거와의 차이점은, 현재, 특히 멀티미디어 통신기술의 도입으로, 이러한 현상이 급속도로 진행되고 있다는 점입니다.

앞서 말한 대로, 언어는 무엇보다도 지식과 전통을 전달하는 최선의 매개체입니다. 의사소통 수단으로서 언어는 근본적으로 상호 동등합니다. 불행하게도, 언어는 민족 간의 지배 혹은 분열의 수단으로 사용되고 있습니다. 이들 언어의 장래는 공격적이고 경제적으로 강력한 국가언어의 침투에 대한 저항 능력에 달려있습니다.

오늘날 사용되고 있는 약 6,700개의 언어는 모두가 각각 본질적으로 독특한 전통, 사상, 문화를 반영하는 것입니다. 어떠한 언어가 소멸되든, 그것은 지식 저장고의 소멸이며, 인류의 문화 유산과 연구 능력을 궁핍하게 만드는 것입니다. 유네스코는 이러한 상황에 무관심 할 수 없습니다.

시실리 태생 시인인 이그나치오 부티타(Ignazio Buttitta)가 올바르게 지적한 것처럼 "사람들은 그들 조상의 언어를 상실하면 궁핍해지고 노예가 됩니다. 그들은 영원히 소멸하게 됩니다."

오늘날, 신기술의 주요한 책무 중 하나는 언어 때문에 정보활동을 할 수 없는 이들이 사회 진보에 뒤쳐지지 않도록 배려하는 것입니다. 더욱 심한 경우, 언어 때문에 지배 국가의 그늘에 가려진 이들은 언어뿐 아니라 지배국가의 문화적 이념과 상업적, 문화적, 사회적 거래 방식과 수단도 받아들일 수밖에 없습니다.

마쯔우라 사무총장이 지난 다보스 정상회담에서 지적했듯이, "지식사회가 뿌리를 내려, 전 세계로 확산되기를 바란다면, 우리는 정보통신기술의 상업적, 기술적 유혹을 뿌리치고, 지식사회의 인간적 측면을 유지하고 발전시키는데 더 많은 노력을 기울여야 합니다." 우리는 다른 윤리적, 법적, 사회적 문제에 앞서 인터넷으로 얻을 수 있는 콘텐츠의 문화적, 언어적 다양성을 증진시켜야 합니다. 결국 우리는 인류의 언어유산을 지켜야 하는 것입니다.

이 분야에서 신기술은 새로운 기회를 제공하고, 심지어 언어의 소멸방향을 되돌릴 기회도 만들어 냅니다. 우리는 정책의 차원에서나 실천의 차원에서나 이러한 새로운 수단을 최대한 이용해야 합니다.

이러한 맥락에서 유네스코는 이 과제를 떠맡았고, 인터넷상의 언어를 발전시키기 위한 실천 계획을 지난 몇 년간 추진해왔습니다. 제가 오늘 소개하고자 하는 것도 바로 이것입니다.


"모두를 위한 정보" 프로그램


정보의 "공평한 이용" 원칙에 바탕을 둔 이 실천 계획은 금년부터 유네스코의 새로운 정부간(政府間) 프로그램인 "모두를 위한 정보"에 구체화되어 있습니다. 이 계획은 "세계 지식경제의 맥락에서 정보통신의 역할"에 관한 국제연합경제사회이사회(ECOSOC)의 결의안이 제시하는 목적과 새천년 총회선언(Millennium Assembly Declaration)에 기반을 두고 있어, 국제연합 자체가 약속한 실천 계획을 이행하는데 도움이 됩니다.

이 분야에서 주도적 역할을 하고 있는 유엔 기구인 유네스코는 정보의 공평한 이용과 정보 네트워크 상에서 언어 다양성에 필요한 정책적 원칙에 관한 논의를 국제적 차원으로 올려놓는데 주도적 역할을 해 왔습니다. 유네스코는 사이버 공간의 윤리적, 법적, 사회적 문제에 관한 일련의 연구와 국가간 협의와 국내 협의를 추진했고, 현재, 언어다양성과 사이버 공간에서의 정보의 보편적 이용을 위한 조치를 위한 권고안이 완성 단계에 있으며, 이 권고안은 금년 말 유네스코 회원국에게 제시될 것입니다.

이 권고안은, 1) 기술과 서비스 이용 방법의 개발에 대한 지원, 2) 적절한 가격에 의한 정보의 충분한 생산, 3) 인터넷상에서 가능한 한 많은 언어의 사용과 상호 소통, 이라는 세 가지 원칙적 내용을 담고 있습니다:

정보통신 시스템 (Telematics)의 이용증진

전화와 컴퓨터를 결합한 정보통신 시스템(telematics)망의 대중적 이용은 모든 시민이 인터넷상에서 모든 언어로 정보를 이용할 수 있게 하기 위한 첫 번째 필요 조건입니다. 이러한 서비스 이용에 있어서의 불평등은 정보를 가진 자와 가지지 못한 자, 그리고 개발도상국과 선진국 사이의 불균형을 초래하는 가장 분명한 원인입니다. 인터넷 접속과 통신수단의 이용을 가로막는 경제적 제약은 개발도상국들에게는 특히 심각한 문제입니다.

그 외에도 정보 이용을 제약하는 많은 요인들이 있습니다. 구체적으로 그러한 제약요인으로서, 공공 서비스 분야에서의 정보통신기술의 이용에 관한 국가정책의 부재 혹은 미비와, 전력, 전화 서비스와 같은 공공 서비스가 부족한 개발도상국의 농촌인구와 소외계층이 겪는 심각한 사회적 불평등, 정보 혁명에 참여하기를 원하는 공공 서비스 기관에 가해지는 행정적 규제, 그리고 많은 개발도상국에서 인터넷 주소나, 도메인 같은 인터넷 접속수단을 획득하기 어려운 현실, 등을 들 수 있습니다.

이러한 모든 기술이용의 문제는 선진국과 개발도상국을 포함하여 많은 나라에서 인터넷상에서의 그들의 언어와 문화의 발전을 제약하는 중요한 요인입니다. 국제사회는 유엔인권선언의 19조와 27조에서 규정된, 현대적으로 적절한 인권개념의 하나로 정보서비스의 보편적 이용권리를 인정하고 지원해야 합니다.

유네스코는 진정한 "세계화"가 이루어지고, 문화적 다양성이 충분히 표출되기 위해서는 다음의 과제가 이루어져야 한다고 생각합니다.

인터넷은 단순히 "상업물"이 아닌 공공 정보서비스로 간주되어야 한다.
관련된 국제기구는 국가적, 지역적, 전 세계적 차원에서 적합한 기술의 공유 및 적절한 정책과 규제의 도입과 적용을 지원해야 한다.
정보통신 및 인터넷 이용료를 통해 인터넷 및 다언어 콘텐츠의 보편적 이용을 보장하는 수단이 마련되어야 한다.
학교, 학술기관, 박물관, 공공 도서관과 같은 공공 서비스 기관에서의 인터넷 이용 특별 요금은 사이버 공간 이용 요금을 낮추기 위한 과도적 조치로 간주되어야 한다.
정보 서비스망의 이용 요금을 축소하는 수단의 하나로 정보통신기술에 관련된 공공서비스 기관간의 협력을 증진시켜야 한다.
정보의 공유와 사회의 전 구성원에게 혜택을 주기 위한 정보전략의 개발이 고려되어야 한다.
지역 기구는 상업적, 공익적 서비스를 통합하여 지역 내 정보망을 강화해야 한다.


언어 다양성의 증진

그러나 모든 이에게 디지털 세상에 대한 접근 기회를 제공하는 것만으로는 충분하지 않습니다. 사이버 공간에서 언어 다양성을 증진시킴으로써 지식을 생산하고 풍부하게 만들고 전파하는 것 또한 우리가 해야 할 일입니다. 앞에서도 말했듯이, 언어는 사람들 간의 의사소통의 기반을 이루는 것이며, 또한 그들의 문화유산의 일부를 이루는 것입니다. 많은 사람들에게 언어는 문학, 역사, 철학, 교육의 유산에 깃들여 있는 정서적, 문화적 관념들을 전달하는 것입니다. 언어는 문화 다양성을 보장합니다. 이러한 문화 다양성의 보장은 유네스코의 기본 사명 중 하나입니다.

그러나 문제는 언어 그 자체가 아니라, 보편적이라고 하는 환경에서 당신이 의사 소통할 수 있는 능력을 제한하는 여러 가지 장벽의 문제입니다. 언어의 장벽이 존재하는 한 당신은 온라인 디스커션 그룹에 참가할 수 없으며 당신의 문화에 대한 지식을 공유할 수도 없습니다. 당신은 다른 정보원(情報源)으로부터 정보를 얻을 수도 없으며 당신의 문화는 잘못 해석될 수도 있습니다. 네트워크 상에서 외국어를 사용할 수밖에 없는 당신의 아이들은, 몇몇 연구결과가 보여준 것처럼 자신들의 모국어를 상실할 위기에 처하게 됩니다. 모든 언어가 언젠가는 완전히 사라질 것이라고 예견하는 것이 차라리 현실적인 전망이 되고 있습니다. 그렇다면 웹 상에서 콘텐츠의 다양성이란 것을 도대체 어디에서 찾아 볼 수 있을까요?

정보사회의 조화로운 발전이란 오직 다양한 언어로 된 정보를 이용할 수 있도록 함으로써만 가능한 것입니다. 다언어 정보의 이용 가능성은 중요한 문제입니다. 다언어 정보의 부재는 여러 고유 문화의 상실로 이어질 수 있기 때문입니다.

상대적으로 컴퓨터 이용이 보편화되어 있고 교육 수준이 높으며 전통과 기술 혁신이 상당히 조화를 이루고 있는 기술 선진국에서조차도, 언어 장벽으로 인해 다른 나라와의 의사 소통이 상당 부분 제한될 수 있습니다. 예를 들어, 로마자를 읽지 못하는 많은 사용자들을 배제할 경우 이러한 상황은 더욱 심각해질 수 있습니다.

유네스코는 유네스코 회원국들이 보다 광범위한 지식영역에 접근할 수 있도록 온라인상의 번역과 표준, 기준, 법적 도구 원칙 및 행동규범의 개발을 증진시킬 방안을 고려하고 있습니다.

유네스코는 특히 다음 사항에 역점을 두고 이를 추진하고자 합니다:

사이버 공간상의 모든 언어의 존중과 사용을 지지하고 증진시킨다.
국제적으로 많이 사용하는 언어뿐만 아니라 지역의 차원으로나 국가의 차원으로나 상대적으로 이용도가 적은 언어들로 된 콘텐츠를 개발하고 그러한 콘텐츠를 찾아내고 자료로 입수하여 정보 처리할 수 있는 수단을 만들어냄으로써 언어 다양성을 확대시킨다.
문화적, 과학적 정보 접근에 있어서 모든 종류의 언어 차별을 방지하고 국가 단위의 다언어 웹사이트를 만들어 낼 수 있도록 보장한다.
무료로 쉽게 이용할 수 있는 온라인상의 언어교육 자재를 개발하고 전파하기 위한 전략을 채택한다.
온라인 사전이나 용어집의 개발과 광범위한 다언어 적응 능력을 가진 운영체계, 검색엔진, 웹브라우저의 연구 및 개발을 장려한다.
모든 이들이 무료로, 혹은 최소한의 실질비용으로 이용할 수 있는 자동번역 서비스를 개발하기 위한 국제적 차원의 협력 노력을 지원한다.
언어 다양성과 다언어 정보원 및 응용 프로그램과 관련된 기존의 여러 가지 정책과 법규에 관한 온라인 감시를 위한 국제적 협력 체제를 유지하고 지원한다.


바벨 계획(Initiative B@bel)

특히 권고안의 이 부분을 지원하기 위한 노력의 일환으로 유네스코는 이사회의 승인을 받아 부문간 프로그램인 "바벨 계획"(Initiative B@bel)을 제안하였습니다. 유네스코는 이 프로그램을 통해 회원국들과의 긴밀한 협조 하에, 인터넷 상에서 여러 가지 언어의 사용과 접근 가능성을 증진시키는 것을 목적으로 하는 민간 부문과 국제 비정부기구의 경쟁 부문의 구체적인 활동을 수행하게 될 것입니다.

이 프로그램은, (i) 언어 다양성과 정보 이용의 공평성이라는 문제에 대한 인식을 제고하는 정책 입안, (ii) 네트워크 상의 호환성(interoperability)과 다언어의 이용 가능성을 촉진하는 것을 목표로 하는 특별 프로젝트의 개발과 수행, (iii) 여러 나라의 최첨단 기술에 대한 정보의 세계 전파, 이 세 가지 영역에서의 활동을 지원할 계획입니다.



공적 영역의 콘텐츠 개발을 통한 정보 이용 촉진

정보의 상당량은 공적 영역으로 알려진 곳에 저장되어 있습니다. 여기에 저장된 정보에는 지적재산권 관련 조항을 위반하거나 기밀성(confidentiality)의 원칙을 위반하지 않고 이용될 수 있는 지적 저작물, 소프트웨어가 포함됩니다. 그러한 정보는, 사회 공동의 목표를 위한 정보 이용을 보장하기 위해 마련된, 정부나 주(州)정부 혹은 왕국의 저작권법에 따라 이용이 제한될 수 있는 것입니다. 그러한 정보에 해당되는 것으로서, 어떤 지적 재산권이 무효가 되는가를 밝히는 저작물과 지역 공동체의 고유 재산으로 볼 수 없는 익명의 저작물, 그리고 공공 도서관의 카탈로그와 정부가 만들어 내고 유포하는 공식 정보 및 작가가 무료 유포를 허가한 정보 등을 포함한 메타데이터(정보에 대한 정보)가 있습니다.

이러한 거대한 지적 유산이 모든 나라와 문화와 언어에 존재하는 이상, 전 세계적 정보망을 통해 그것을 공급하고 전파하는 일을 보다 용이하게 한다면, 이는 보편적 정보 이용과 언어 다양성에 실질적으로 기여하게 될 것입니다. 비록 이러한 종류의 정보 이용을 용이하게 만드는 것이 일차적으로 도서관, 기록보관소, 정부기관과 같은 공공기관이 해야 할 일이라 하더라도, 민간 부문 기여의 중요성과 시민들의 자발적 참여의 중요성 또한 과소 평가될 수 없는 것입니다.

이러한 상황을 해결하기 위한 유네스코의 대안은 다음과 같습니다.

시민들이 필요로 하는 모든 정보를 포괄하는 공공 도메인의 정보(통계, 법률, 규정, 안보와 환경에 대한 정보 등)에 대한 보편적 이용의 권리를 설정한다.
정보법의 자유, 공개 보호 정책(protected disclosure policies), 정부 보유 기록의 디지털화에 대한 법규와 같은 입법의 노력들을 장려한다.
모든 문화 및 언어 공동체를 위하여, 국가적, 지역적, 국제적 차원에서 모든 이들이 자유롭게 이용할 수 있는 공공 도메인 상의 지식과 정보의 보고(寶庫)를 명시한다.
개발도상국과 선진산업국 간의 불균형을 시정하기 위하여 공공 및 민간 부문의 이익의 균형을 맞출 제휴 협정을 추진한다.
공공기관으로 하여금 공공 도메인의 정보를 보존하고 디지털화하는 작업을 수행하게 할 기금마련 사업을 지원한다.
원격교육, 통합교육, 정보통신교육 및 기술지원 프로그램을 위한 방안을 마련함과 동시에 이를 통하여 정보사회의 "인적 자원"을 개발하고 육성한다.
정보통신기술의 이용 및 실행에 대한 신뢰감 형성 등, 지역사회가 정보통신기술 취득에 필요한 태도 변화를 이룰 수 있도록 도와 줄 방안을 마련한다.
보편적으로 이용 가능한 지식체계를 형성하는 것을 목표로 각 국 정부 및 여러 비정부 국제기구 간의 협력을 증진한다.
공공 도메인의 형성 및 전파에 관한 법규, 규정, 실천계획 및 프로그램을 마련하도록 장려한다.

완전한 의미의 교육은 정보의 보편적 이용 가능성, 지식 공유, 언어 다양성에 대한 궁극적인 해답이 될 것입니다. 유네스코는 기술보다, 법규보다, 교육이야말로 공정하고 안전하며 함께 살아갈 만한 정보 사회의 건설을 보장해 주는 핵심 요소가 될 것이라고 믿습니다. 교육이 기술적 기능 개발이나 전문적 훈련만을 뜻하는 것은 아닙니다. 이미 지구상의 인구 중 고령자 층이 디지털 세계로부터 소외되는 현상이 나타나고 있지만, 우리가 더 이상 새로운 형태의 문맹자를 양산하기를 원하지 않는다면 디지털 문해(digital literacy)는 절실히 요청되는 사항입니다.

그보다 더 한층 필요한 것은 디지털 이용자가 자신들이 그 안에서 일하고 있고 또 살고 있는 새로운 가상 세계, 변화무쌍한 환경을 파악하도록 하는 인지교육의 개발입니다. 그리고 무엇보다도 평등, 정의, 상호 존중의 원칙이 모든 이를 위해 효력을 발하도록 새로운 시민행동(civic behaviour)의 감각을 키우는 것이 필요합니다.

이러한 문제들에 대한 각 국의 결단은 그들이 세계화 과정의 일원이 되느냐 거기에서 이탈하느냐를 결정하게 될 것입니다. 사이버 공간에서 문화다원주의와 언어 다양성을 발전시키기 위해서는 각 국의 적극적 참여가 필요합니다. 앞에서 말씀드린 유네스코의 활동은 이 분야에 있어서 각 국의 노력을 도와주는데 공헌할 수 있을 것입니다. 그러나 가장 필요한 것은 유네스코가 각 회원국들로 하여금 그러한 일을 도맡아 할 수 있도록 장려하는 정치적 의지입니다.
