오히려 미국은 한반도를 핵을 사용해서라도 전쟁을 일으키고 싶은 그리고 그 대상국은 중국이고 여기에 한반도를 긴장조성하려는 술책은 분명하나 그러나 남북한 내부적으로 역시나 타락하고 부패해온 정작 남북한 대청소의 대상자권력들이 이러한 미국의 의도에 결탁을 한다라는 사실이 그러한 상황이 오늘의 천안함 침몰 사고와 같은 경우이다
그러나 하늘은 한반도를 위해서 그들의 마수들의 전쟁의 게임의 시나리오대로 흘려가지못하도록 막아주신것이다 그러니 결과가 예상하지못한 방향으로 흘려가니 미국이고 일본이고 중국이고 러시아고 침묵하는것이고 대한민국은 정신이 없는것이고 북한은 그래도 여유를 잡으보려고 시늉하고 있는것이다
군사적 유형은 이러한 의중들을 가지고 있고 경제적 관점에서 역시나 한미FTA로 대한민국을 식민지로 만들고자 미국은 그리고 그 다음은 중국이 그렇게 나올것이고 그만큼 지금 이 대한민국은 한반도는 군사적으로 경제적으로 많은 도전들을 받고 있는 셈이다
이제는 진정으로 그들을 향해서 담판을 짓는 시간들이 오는셈이다 이것이 바로 천안함의 진실이다
세계 경제 침체와 미국 경제및 미국 국가 운영 부재및 일본 국가 경제 역시 그러하니 세계 2차 대전 전의 정치와 경제 배경을 보시면 알것입니다
거듭 강조하지만 오행성 병렬 현상 출현과 지구행성 전체의 주기중에 중대한 인류문명 큰획의 패러다임 대변화 전환점에 서있는 형국에 동서양간의 대립 구도의 마지막 꼭지점까지 도달하게된것이고 그 도화선이 이 한반도이고 그러니 외부적으로는 인류문명의 세계 정의를 바로 세워야하는 숙명에 도전을 받고 있고 한반도 내부적으로는 진정한 자주 독립을 해야만하는 바로 세워야하는 남북한 국가 모든 권력의 상황에 처해있는것이다

이번에 분명한 주변 4강에 대한 입장 견해가 차이가 드러남은 분명하다 그러니 벌서 이 한반도를 남북한을 주변4강에서 자신들의 유리한 이해관계로 장악하고자 발톱들을 드러낸 주변4강이다 거기에 미친놈들이 놀아난 천안함 침몰시키도록 방조한 대한민국의 그들의 세력들 그러니 그들은 충실하게 평생 주변4강의 개,노예로 살아야만하는 죄을 지은 약점의 파일은 중국이나 일본이 미국이 가지고 있기에 그래서 이 대한민국을 한반도를 병들게 해온 인류의 평화에 기여하지못하고 추락시켜온 죄값은 심판을 받아야할것이다

대국 굴기를 노리는 중국이 그동안 서행안에 미군의 핵잠수함의 도청 감시 그리고 한반도 대한민국을 보호한다라는 명분으로 그리고 북한을 침략으로부터 방어한다라는 명분으로 정작 미군 핵잠수함은 중국의 군사적 증강에 대한 그리고 경제적 성장에 대한 부분을 염려한 나머지 이것에 미군 핵잠수홤의 첩보 활동이 우선이였든것이고 그래서 중국은 이러한 상황을 대한민국 북한보다도 더 잘 알기에 중국과 미국이 얼마전에 태평양에서 한반도를 가지고 회담 논의를 한적이 있기에 그리고나서 이러한 상황들이 전개되었고 그러니 이 대한민국과 북한 한반도 국민들 스스로의 몫만 남은것이다

중국 게잡이 어선은 위장용이고 그밑에 역시나 중국 핵 잠수함도 존재는 배제할수가 없는것이다

(서울=연합) 미국 핵잠수함과 우리어선이 해상에서 충돌,어선이 침몰하는 사고가 발생했다.
11일 오전 5시28분께 경남 진해 동남쪽 11.1㎞ 지점 가덕도 인근 우리 영해에서 일본 요코스카에 기지를 두고있는 미국 7함대 소속 7천t급 공격용 핵잠수함 `라졸라'함이 조업중이던 오징어잡이배 영창호(27t.선장 정창수.39)와 충돌했다.
이 사고로 어선은 침몰했으며 배에 타고있던 선원 5명은 잠수함에 의해 모두 구조됐다.
우리 영해에서 잠수함이 어선과 충돌한 것은 처음 있는 일이다.
사고 잠수함은 작전을 마치고 보급 및 정비를 위해 진해항에 입항하던 중이었던 것으로 전해졌다.
라졸라함(LA JOLLA)은 로스앤젤레스급 미국 해군 공격용 핵잠수함(SSN-701)으로 길이 1백10.3ｍ, 폭 10.1ｍ 크기로 2천5백㎞ 거리의 목표물을 정확히 파괴할 수 있는 토마호크 크루즈 미사일과 하푼 대함미사일 등 첨단무기를 탑재하고 있다.

1992년 남북 비핵화공동선언이 있었다. 그리고 1994년 북미 제네바합의는 다시 한번 한반도에서 미국의 핵 불사용과 불위협을 합의했다. 북미는 핵 합의를 과연 지켜 왔는가? 북에 대한 핵개발의 여부는 수많은 논란에도 불구하고 아직 정확히 밝혀지고 있지 않아 우선은 그 분석을 뒤로 미룬다. 그에 비해 미군의 핵무기 배치와 연습은 94년 북미 제네바합의 이후에도 계속되어 왔음이 확인되었다. 그 사실을 밝히고자 이 글을 쓰게 되었다.
1. 진해 핵잠수함 기지
미군의 핵에 대해 그간 많은 풍문과 주장이 있어왔다. 이에 필자는 나름대로의 방법론을 개발하고 현지조사를 통해 확인해 왔다. 그 결과 진해 해군기지가 확실한 미 해군의 핵정박소임을 알게 되었고 핵선박이 동원되는 지속적인 군사연습이 있어 왔음을 확인했다.
미 정보자료에 의하면 진해 서모도의 남쪽 구역의 정박소는 오직 핵선박만이 이용하도록 규정하고 있다.
`해군작전지시에 의해 지정된 정박소는 오직 핵선박 정박소로만 사용할 수 있다. 남쪽 구역의 협소한 크기로 인해, 핵 선박들은 지금 북쪽에 있는 부분을 사용하도록 되어 있다.

진해 군사항구에 대해 미군이 공개한 지도는 다음과 같다.

왼쪽 서모도의 남쪽 지역에 ‘SUBMARINE PIRE`라고 표기된 곳이 과거에 지정되었던 미군 잠수함의 부두시설이다. 지금은 한국군함의 정박시설로 사용되고 있다. 미해군 잠수함기지는 현재 서모도와 송도사이에 건설된 오른쪽 방파제의 남쪽과 북쪽 일부를 사용하고 있는 것으로 되어 있다. 1993년 이후 육지와 서모도 사이를 매립하고 다시 서모도와 송도를 연결하는 거대한 방파제가 건설되었으며 다시 송도에서 동서축으로 거대한 방파제가 건설되었다.
이들 방파제는 열대성 저기압과 북풍 등을 막는 바람막이용으로 건설되었지만 기지를 외부로부터 차단하는 방어벽의 역할도 하고 있다. 때문에 마산시 합포구 경남대 옥계 수련원 근처까지 가서야 항구의 전모를 볼 수 있으며 이곳에서도 10m나 되는 벽에 의해 잠수함부두는 가려져 있다. 잠수함부두를 관찰하기 위해서는 또다른 장소로의 이동이 필요하다.
2003년 1월 28일 4시경 미군 잠수함과 1200톤급 한국 잠수함 3척이 가덕도 방향으로부터 수면에 부양한 상태로 항구에 입항하는 것이 관찰되었다. 한국군이 보유하고 있는 잠수함은 주로 연안/대양 겸용으로 모두 1200톤급이지만 미군 잠수함은 모두 대양용으로서 7000톤급 이상이기 때문에 그 크기만으로 우선 쉽게 구별이 된다.
한국이 보유하고 있는 9척의 장보고급 잠수함의 길이는 56~61m이다. 그에 비해 미 해군의 씨울프급이나 로스엔젤레스급 잠수함의 길이는 107~110m이다. 한편 미군이 현재 보유하고 있는 71척(SSN:53척, SSBN18척)의 잠수함은 전부 핵 잠수함이다. 때문에 진해에 입항하는 미 해군 잠수함이 미 해군 `핵`잠수함이란 사실은 자명하다.(주1)...
진해가 핵잠수함기지라는 사실은 `월간 말`지 92년 9월호에 폭로되었다. 진해기지에 근무하고 있는 한 연락장교와 과거 이 기지에 근무했던 前연락장교의 일치된 증언을 빌어 미핵잠수함들이 지난 79-82년 사이 이 기지에 40차례 이상 기항했었으며 당시까지도 이 기지가 이같은 목적으로 사용되고 있다고 폭로한 것이다. 북은 즉각 진해기지의 사찰을 요구했다.
손성필 러시아주재 북한대사는 이날 모스크바에서 가진 뉴스 브리핑에서 한국의 월간 『말』지 9월호에 게재된 진해 기지에 근무한 전·현직 군무원들의 증언내용에 대해 언급, 진해에 미 핵잠수함기지가 주둔·운영되고 있다고 주장하면서 북한측이 진해에 핵무기가 있는지 여부를 밝히기 위한 사찰문제를 남북고위급회담에서 제기할 것임을 시사했다. 북한 반핵평화위원회도 이날 조선중앙통신을 통해 보도된 성명을 통해 미국이 남한에 핵무기를 비축하고 있다는 사실이 관련 업무를 맡고있던 군무원들의 증언에 의해 처음으로 확인됐다고 말했다.
동경에서 수신된 중앙통신은 이로써 『지난해에 있었던 남한측의 핵부재 선언과 남한으로부터 모든 핵무기를 철수했다는 미국 대통령의 발표는 거짓이라는 것이 입증됐다』고 보도했다. (중앙일보, 1992. 9. 15)
그러나 남측은 국방부성명을 통해 진해가 미군의 핵잠수함기지라는 사실을 일축했다.
국방부 윤창로 대변인은 14일 성명을 발표,『대한민국 영토 내에는 하나의 핵탄두도 존재하지 않으며, 어떠한 형태의 핵잠수함 기지도 없다』고 북한측의 「남한내 미핵무기·핵기지사찰수용촉구성명」을 반박했다. (대한매일, 1992. 9. 15)
남북간의 핵 동시 사찰 공방은 북미 제네바합의 이전까지 논의되다가 결국은 남측의 무리한 요구로 결렬되고 북미 제네바합의로 모든 공이 넘어가게 되는 과정에서 실종되었다.
당시 국방부대변인의 성명은 사실일까? 남북간 정치적 협상과정에서 누락된 이 사실을 규명할 기회는 민간에게로 넘어온 셈이다. 다음은 공개된 문서를 통해서 확인된 사실들이다.
95년 10월 24일부터 27일까지 진해를 중심으로 한 한미연합훈련인 독수리훈련 당시 핵잠수함인 헬레나(SSN-725)가 참가했다.

특히 미측에서 7함대 지휘함인 블루리치와 핵추진잠수함인 헬레나(SSN-725) 및 상륙함 등 9척의 함정이 참가, 한국 해군과 함께 상륙훈련과 대공·대함·대잠 특수전 및 소해훈련 등 합동작전을 펼친다. (경향신문, 1995. 10. 13)
한편 98년 2월 11일에는 가덕도 인근에서 진해로 들어오던 미국 7함대 소속 7천t급 공격용 핵잠수함 `라졸라`함(주2)..이 조업중이던 오징어잡이배 영창호(27t.선장 정창수.39)와 충돌하는 사건이 일어났다. (한겨레신문, 1998. 2. 12)

가덕도 앞바다는 미핵잠수함이 진해기지로 입항할 때 사용하는 두 개의 항로중 주 항로에 위치한 길목이다. 때문에 하와이 앞바다의 그린빌 충돌 사건 때와 마찬가지로 수면위에 부상하는 과정에서의 통제 공백이 민간어선과의 충돌사건으로 이어진 것이다.
미 구축함 쿠싱은 대잠수함전 태세와 영향력 평가연습인 샤렘126 당시인 1998년 9월 진해에 입항해 있었다.(주3).. 그리고 동해에서 수상전 개발 그룹에 의해 샤렘126이 수행됐다. 쿠싱은 토마호크무기시스템과 두 개의 5인치 54구경 포가 탑재하고 있으며 하픈 함대함 미슬, 그리고 항공목표에 대한 방어를 제공하는 나토의 해양 스패로우 미슬 시스템을 갖추고 있는 핵선박이다. 또한 쿠싱은 1999년 가을에 잡혀 있었던 38차 독수리연습에도 참가하였다. 매년 가을경에 실시되는 독수리연습은 한반도 전쟁시 후방방어와 병참지원을 위한 한미 야전연합훈련이란 명분을 가지고 있다.
또 2000년 6월 17일부터 3일간 한국잠수함인 장보고함(SS-061)과 미 핵잠수함 휴스턴(SSN-713)이 진해를 중심으로 한 남부해안에서 공동 군사연습을 실시하였다.(주4)...
1995년 일본과 미국의 합동군사연습인 `킨에지Keen Edge`는 북미 제네바 핵합의에 의해 취소된 팀스피리트 연습을 대신하기 위해 실시되었다.(주5). 이에 앞서 94년 6월 키티호크항모전단에 포함된 캘리포니아 순양함에 한국해군이 승선하여 합동연습을 펼쳤다. 이는 미국이 전술차원에서 뿐 아니라 작전술 차원에서도 북에 대한 핵전쟁 원칙을 포기하지 않았음을 증명한다.
특히 한.미.일 안보삼각체계라는 것을 기억에 떠올리면 주일미군의 핵정책과 주한미군의 핵정책은 하나의 체스판에서 이루어지는 일임을 알 수 있다. 일본은 `핵을 갖지 않으며, 만들지 않으며, 들여오지도 않는다`는 비핵3원칙을 견지하고 있으나 주일미군은 이를 여러 차례 위반한 것이 확인된다. 91년 필리핀의 수빅에 정박했던 항공모함 인디펜던스호의 갑판위에 방사능주의 경고판이 촬영되었다.

이것은 하역작업을 하던 평화단체 소속 노동자들에 의해 촬영된 것이다. 인디펜던스호는 99년 일본의 요코스카에 정박했다. 요코스카를 모항으로 하는 항공모함은 키티호크로서 일본의 비핵3원칙에 따라 핵이 아닌 디젤유로 추진되는 항모였다. 또한 최근 이라크전에 동원된 키티호크의 공백을 메꾼다는 명목으로 요코스카에 입항한 항공모함 칼빈슨호는 핵추진 항공모함이다.
이로써 일본에서의 비핵3원칙도 미군에 의해 마음대로 위반되고 있음을 알 수 있다. 더구나 중요한 것은 2003년 3월 4일부터 4월 2일까지 이루어지는 한미 합동군사연습인 독수리연습(Foal Eagle)에 핵항모인 칼빈슨이 참가한다는 것이다.
연합사 관계자는 "후방에서 실시되는 두 연습에는 한국군은 물론 미 본토와 태평양 지역에 주둔중인 미군 5천여명과 항공모함 1척이 참가한다"면서 "동원 병력과 연습 내용은 이전과 크게 다르지 않지만 최근 세계 다른 지역에서의 전력 소요에 따라 다소 감소했다"고 말했다. (연합뉴스, 2003. 2. 18)
연합사 관계자가 밝힌 ‘항공모함1척’이 현재 요코스카에 입항해 있는 칼빈슨이라는 것은 명확하다. 항모의 이동속도를 볼 때 군사연습만을 목적으로 걸프만이나 산디에고에 있는다른 항모를 투입하는 것은 불가능하기 때문이다. 칼빈슨항모와 이에 항상 뒤 따르는 구축함 잠수함등 항모전단이 입항할 수 있는 기지는 98년 미군이 전세계적인 시스템의 개선 조치중 가장 획기적인 진전이라고 극찬했던 진해가 가장 유력하다.(주6). 설령 칼빈슨항모전단이 동해상에서 머문다 해도 그것이 북미 제네바합의에서 천명한 핵무기 불위협, 불사용의 원칙 위반임을 부정할 순 없다.
2. 남북 비핵화공동선언과 북미 제네바합의 위반으로서의 진해 미 핵선박기지
우선 진해의 미 핵선박(잠수함과 구축함) 문제는 미국의 91년 전술핵폐기선언과 노태우 대통령의 핵부재선언의 성과로 체결된 `한반도의 비핵화에 관한 공동선언`을 위반하고 있다.
1. 남과 북은 핵무기의 시험, 제조, 생산, 접수, 보유, 저장, 배비, 사용을 하지 아니한다.
한미연합사의 한 관계자는 미 핵선박의 진해 입항은 자주 있는 일이라며 비핵화 위반하고는 관계없는 것 아니냐고 오히려 반문했다. 그의 이야기는 핵잠수함과 핵무기와는 다르다는 근거에 기초하고 있는 것으로 해석된다. 여기서 핵추진잠수함이 핵무기인가 아닌가가 문제가 될 수 있다. 우리가 볼 수 있는 것은 핵잠수함의 외형이고 그 안에 핵무기를 싣고 있는지 아닌지는 결국 당사자의 입을 통해서나 증명될 것이기 때문에 발뺌하면 그만일 수 있다.
이와 관련 참고할 것은 미소간에 체결된 전략핵무기 감축선언(START1)이다. 이 선언의 무기목록에는 핵탄두뿐 아니라 핵을 발사할 수 있는 시스템 전체가 포함된다. 당연히 핵을 장착할 수 있는 핵잠수함도 대상 목록에 들어 있다.(주7). 오하이오급 핵잠수함이 이 선언에 따라 거의 모두 폐기되고 있는 중이다.
핵을 장착할 수 있는 핵잠수함도 핵무기라는 것은 군사적 상식에 속한다. 핵무기는 개체가 아니라 시스템으로만 이용 가능하기 때문이다. 더구나 진해에 드나들었던 잠수함과 구축함은 핵탄두를 장착하는 토마호크를 중심무기로 하는 선박들이다.(주8). 또한 진해의 핵선박은 북미 제네바 합의 위반 사실을 빠져나갈 수가 없다.
3. 양측은 핵이 없는 한반도의 평화와 안전을 위해 함께 노력한다.
가. 미국은 북한에 대한 핵무기 불위협 또는 불사용에 관한 공식 보장을 제공한다.
북미 제네바합의는 비핵화선언 이후에도 계속 핵의혹이 쌍방간에 해결되지 않자 단순한 비핵화에서 한반도에 대한 미국의 핵우산정책까지 포기할 것을 요구하는 `비핵지대화`를 전제로 하고 있다. 한반도에 핵이 있는가 없는가가 중요한 것이 아니라 미국에서라도 북을 상정한 핵공격훈련을 했다면 북미 제네바합의 위반이 되는 것이다.
이것은 이미 작년 9월 노틸러스 연구소의 한스 크리스텐슨 연구원이 정보자유법에 따라 기밀해제된 문서를 공개함으로서 확인된 세이모어 존슨 공군기지의 북에 대한 선제핵공격훈련으로 완전히 노출되었다.
더구나 진해의 항구에 핵선박이 나타나는 것은 말할 것도 없다. 독수리 훈련은 후방 병참보급과 후방방어훈련이란 명목으로 치러지고 있지만 핵잠과 핵구축함이 동원된 핵훈련의 성격도 가지고 있다.
92년 비핵화 선언이후 `말`지에 진해 핵잠수함기지의 기사가 나갔을 때 남북간의 공방전을 돌아보자. 국방부 대변인은 핵잠수함에 핵이 실려 있지 않다고 한 것이 아니라 핵잠수함기지 자체가 없다고 전면부정을 했다. 이때는 이미 부시의 91년 전술핵폐기선언에 의해 함정의 기항시 핵무기를 적재하지 않겠다고 선언한 후였다.

때문에 `핵잠수함이긴 해도 핵무기가 적재되어 있진 않다` 라고 하면 간단히 피해갈 수 있는 문제처럼 보였다. 그러나 이들 핵잠수함에 핵을 탄두로 하는 토마호크가 실려 있는 것을 숨길 순 없었기에 국방부는 핵잠수함기지라는 사실 자체를 부인한 것으로 보인다. 이것은 이후 회담의 논쟁거리가 되었다. 다음은 북의 외교부 성명이다.
북한은 "한·미측의 팀스피리트 군사훈련이 영원히 중지되고 그 어떤 핵위협이나 압력도 없어야 국제원자력기구의 핵사찰을 계속 받을 것"이라며 "우리가 핵안전 협정에 서명하고 국제원자력기구의 핵사찰을 받게 된 것은 한미 측이 단거리핵무기 철폐(`91년 9월) 및 핵부재(`91년 12월)를 선언하고 올 팀스피리트 군사훈련중지를 밝혔기 때문"이라고 강조했다. (외교부 성명, 1992. 11. 2)
결국 이런 일련의 사실들은 북으로 하여금 미국의 비핵화선언이행 의지에 대해 의심을 품게 만들었고 94년 북미 제네바합의 당시 비핵지대화의 전단계까지 합의하도록 미국을 압박하는데 영향을 미쳤다고 볼 수 있다.
이들 사실에 의해 진해 잠수함기지는 한반도로부터 전술핵무기들을 철수했다는 부시 미 대통령의 선언과 한국에는 핵무기가 존재하지 않는다는 노태우 대통령의 한반도 비핵화 선언 그리고 북미 제네바합의 이후에도 지속적으로 미군의 핵잠수함기지로 사용되어 왔고 지금도 사용중임을 알 수 있다.
3. 핵탄두의 존재에 대한 검증 방법
진해 해군기지가 미군 핵선박의 정박소임은 분명하다. 이외에 과연 국방부 대변인이 부정했던 핵탄두가 존재하는지에 대해서도 증명을 시도했으나 필자의 능력에는 한계가 있었다. 이를 증명하기 위해서는 방법론이 개발되어야 하고 그에 따른 현지조사가 이루어져야 한다. 이 글에서는 필자의 `탄약고 표식` 방법론에 대해 소개함으로서 핵에 대한 현지조사나 공식적인 사찰이 이루어질 때 무엇을 기준으로 해야하는지를 가늠하는데 도움이 되고자 한다.
1) 진해 해군기지 탄약고
진해군항의 서모도 북서쪽 마산만으로 통하는 바닷가에 인근 산 전체가 3중 철책으로 보호되고 있는 14개의 탄약고를 비롯 그 외 십여개의 탄약고가 산개해 있다. 이들 탄약고는 미국 탄약폭발물 보관 기준에 의하면 이글루(Igloo)식 또는 Earth Covered Magazine(ECM)으로 불리우는 마름모꼴 콘크리크 저장고로 윗 부분은 흙을 덮어 위장한 모양을 하고 있다.
이들 탄약고에는 각 시설마다 빨간색의 팔각형 모양에 숫자 `1`이 써져 있는 것이 관찰된다. 이것이 무엇을 뜻하는지 알아보자. 미 국방성자료 `폭발물 무기안전기준` 에 의하면 폭발물저장소와 탄약고에는 정확히 등급분류된 화재표식(Fire symbol)을 부착하도록 되어 있다.

화재 표식은(Fire symbol)은 4가지로 등급이 나뉜다. 1.1은 대량 폭발(Mass Detonation)을, 1.2는 파편을 동반한 폭발(Exploison with fragments)을, 1.3은 대량 화재를(Mass Fire), 1.4는 일반적인 화재(Moderate fire)를 나타낸다.
이들 등급(division)과 표식(symbol)은 폭발물로 인한 응급 화재발생시 소방관들이 물을 쓸 수 있는지 아닌지, 아니면 소화작업을 아예 포기해야 할 등급인지 아닌지 등등, 화재의 성격을 파악하기 위해 엄격히 지켜지도록 되어 있다.
때문에 이들 각 등급의 모양도 엄격하게 지켜지도록 되어 있는데 1.1은 팔각형 모양의 오렌지색 바탕에 `1`자가 표시되도록 하고, 2는 엑스 표시 모양의 오렌지색 바탕에 `2`자가 표시되도록 하며 1.3은 역삼각형 모양의 오렌지색 바탕에 `3`이 표시되며 1.4는 마름모꼴모양의 오렌지색 바탕에 `4`자가 표시되도록 NSN(National Stock Number)에 의해 엄격히 지정하고 있다.
이중 화재등급(Fire Division) `1.1`의 경우는 대부분의 고폭발물(High Explosive)이 포함된다. 미 육군의 탄약핸드북인 야전교범 4-30 (FM4-30.13)에 의하면 화재 심볼은 가장 위험한 물질이 존재할 때 사용되며 모든 비핵폭발물이 있는 장소와 그 근처에 부착하도록 되어 있다.(주9). 한편 다른 교범에는 화재 심볼을 부착하지 않도록 되어 있는 예외규정이 있다.
`표식은 만일 폭발물이나 화학작용제가 시설과 장소로부터 제거되었다면 제거하든지, 덮개를 씌우든지, 뒤집어 놓아야 할 것이다....
화재표식은 핵무기나 또는 핵구성체의 저장, 유지, 취급에 사용되는 개별 구조물에 대해서는 요구되지 않는다.

거꾸로 말하면 탄약고인데도 화재 심볼이 부착되어 있지 않다면 탄약이 없는 빈 창고든지 핵무기가 있는 경우든지 둘 중의 하나인 것이다.
만일 이글루식 탄약고에 화재표식이 없거나 있다가 제거되는 것이 관찰된다면 핵이 입고되었을 가능성을 의심해야 한다.(주10). 진해기지의 팔각형에 숫자 1이 씌여진 표식의 탄약고에 만일 토마호크미사일이 저장되어 있다면 그것은 재래식 탄두가 장착된 토마호크일 것이다. 그러나 토마호크미사일에서 탄두를 핵으로 교체하는 것은 어려운 일이 아니다.
이와 관련 미공군의 화재등급 `1.1` 해당무기목록은 육군의 그것과 차이가 있는데 이중 `토마호크`가 포함됨을 주목할 필요가 있다.(주11). 토마호크의 탄두는 재래식과 `핵`을 겸용할 수 있다.

1998년 민간어선과 충돌사고를 일으킨 라졸라함(SSN-701)이나 2000년 6월 장보고함과 합동연습을 한 휴스턴 함(SSN-713) 헬레나함(SSN-725)은 모두 로스엔젤레스급 핵잠수함으로 지상공격용 토마호크를 주공격무기로 하고 있다. 국회나 민간인에 의한 탄약고의 사찰이 요구되고 이루어질 수 있는지를 필자가 판단할 수는 없으나 만일 그것이 가능해진다면 진해기지의 탄약고는 첫 번째 의혹의 대상이 될 것이다.
2) 주한 미 공군기지 탄약고
송탄 황구지리 쪽에 오산 미 공군기지의 탄약고가 있다. 마름모꼴에 흙을 덮은 이글루식 탄약고 19개와 2개의 지상탄약고(Above Ground Magazine)가 있다. 군산 선제마을 쪽에 기존에 있던 지상탄약고 시설에 추가하여 수십기의 이글루식 탄약고가 건설되고 있다.
이들 미 공군소속의 탄약고에 핵이 존재할 가능성에 대해서는 노틸러스 연구소의 연구원 한스 크리스텐슨이 정보자유법(FOIA)에 따라 기밀해제된 문서를 폭로함으로서 새로운 국면을 맞이했다. 북미 제네바합의 이후에도 미국의 선제핵공격정책이 유지되고 있었음이 밝혀진 것이다.
98년 6월 노스캐롤라이나의 세이모어 공군기지를 출발한 미 F-15E전투기 비행대대는 B61핵폭탄의 실물크기 모형인 BDU-38을 탑재하고 이것을 플로리다 에이본파크 폭격장에 투하하는 훈련을 했다. 이들의 임무는 대북 장거리 핵공격을 위한 모의실험이었다.(주12).
한스 크리스텐슨 연구원에 의하면 이같은 사실은 "미국은 남북 화해 분위기가 무르익고 북미 대화가 극적으로 진전되던 시기에조차도 대북 선제 핵공격을 포기하지 않았던 것이다."(민족21, 2002.12월호, 60쪽)
위 문서의 인터뷰에서 비검 중령은 98년 상반기에 4전투비행단에게 있어서의 가장 큰 성취는 작전태세검사(ORI)와 핵보증검사(NSI), 핵보증연습(NSE)을 한 것이라고 말했다.(주13). 그 내용이 어떤 것인지를 보자.
작전태세검사(ORI)는 핵작전이 대폭 변화된 후 1년 이상 시설이 폐쇄되었거나, 안전문제로 아무 대책을 세울 겨를도 없이 폐쇄된 이후, 다시 작전을 시도하고자 하는 경우에 실행된다.(주14). 98년 당시 국방성의 핵무기저장시설에 세이모어 존슨공군기지가 포함되어 있지 않았던 것도 이와 연관된다.(주15). 한편 오산공군기지의 경우 전세계에 걸쳐 있는 미 공군의 주요 사령부(MAJCOM)에 대한 폭발물사이트계획(explosives site planning)에 의하여 2002년 20개의 탄약고 상태에 대한 정밀 조사를 받았다.
미 공군교범(AFMAN 91-201)에 따르면 폭발물사이트계획은 미 공군 탄약의 저장, 수송 등을 위한 미사일, 폭발물, 핵안전기준을 분석하여 폭발물 안전기준을 개선해 나가기 위한 역할을 한다.(주16). 따라서 사이트입안자(site planner)는 폭발물의 안전성을 조사하는 것이 그 임무임을 공군공식문서는 밝히고 있다. 오산 공군기지도 91년 미 군사전략의 변화에 따라 핵무기를 철수한 상황이 오랫동안 지속됐던 점에서 세이모어 공군기지와 같은 경우로 볼 수 있다.
다음으로 계속된(non-stop) 핵보증검사와 핵보증연습에 대한 비검 중령의 인터뷰를 다시 보자.
`감찰관들은 2단계 정밀검사를 실시하였다. 그것에서 전쟁 전투적합성이 시험되었다. 우리는 한반도 시나리오를 사용하여 한국전쟁에서의 전투를 모의실험 하였다. 이 훈련에는 (북에) 충분한 화학적 장치(원문대로)를 사용하는 것에 대한 화학공격도 포함되어 있었다. 시나리오는 우리에게 핵보증검사를 받도록 전개됐다. 이 훈련에서 핵무기 사용에 대한 고려는 국가 사령부의 권위에 의한 결정으로 모의 실험되었다. 그래서 우리는 핵보증검사(NSI)단계로 들어갔다. 비행기와 승무원들 그리고 무기적재기들이 우리의 비행기 안에 전술핵무기를 탑재했다. 그 단계가 종결되었을 때 마지막 연습단계에서 작전전개가 시작되었다.`(주17).
핵보증검사(NSI)와 핵보증연습(NSE)은 시나리오를 통해 전개됨을 알 수 있다. 어떤 시나리오인가? 문서의 앞부분에서 `4전투비행단은 동남아시아에서의 작전계획(OPLAN)임무의 지원을 위해 출격했다`고 했다.
아시아에 적용되는 작전계획(OPLAN)은 소련에 의한 홋카이도의 피침을 상정한 5051, 일본을 상정한 5052, 중동의 5053이 있으며, 한반도는 5027이다. 작전계획(OPLAN)은 80년대 등장한 미국의 공지전투교리에 입각하고 있으며 공지전교리는 `작전술` 차원의 개념이다. 핵보증검사가 종결되는 시점은 전투기에 전술핵무기의 탑재가 완료되었을 때이다. 연속되는 시나리오는 핵보증연습에 돌입하도록 한다.
핵보증연습으로 실시된 전술차원의 핵투하작전이 4전투비행단에만 적용된 특수한 경우가 아니라는 점은 전술의 상위 개념인 작전술 차원의 공지전 교리에 의해 확인된다.(주18). 공지전에서의 화력지원을 규정한 야전교범 6-20에는 다음과 같이 적혀 있다.
`핵전과 관련한 미국 정책은 강한 핵능력을 유지함으로써 상대를 억지하고, 만약 억지가 실패하면 국가와 동맹국들로 구성된 폭력의 가능한 한 가장 낮은 단계에서 교전을 종결시킨다는 것이다.(...) 이 정책은 미국 군대들에 의한 핵무기 선제 사용을 방해하지 않는다.`(주19).
이같은 정책은 부시 정부 출범이후 수 차례에 걸쳐 언급되고 확인되었다. 비록 연습용이라는 단서가 붙어있긴 하지만 한미연합사 차원의 작전계획인 OPLAN9518 에서도 핵작전은 정확히 명시되어 있다. (주20).
또한 미국이 응징전략에서 예방적 방위전략을 추진하던 시기에 해당하는 1995년 SCM 한미 연례안보협의회에서 이양호와 페리 사이의 공동성명중에는 유사시 핵우산 등 즉각적이고 효과적인 지원 제공이라는 미국의 공약을 재천명한다는 내용이 포함되어 있다.(주21).
SCM은 전략단위의 회의라는 점에서 핵정책은 미국의 전략에서도 시종일관 유지되어 온 것을 알 수 있다. 전술의 상위 차원인 작전술과 전략의 차원에서 핵정책이 일관되게 적용되어 왔다는 것은 세이모어 존슨 공군기지에서의 선제핵폭격연습이 세이모어 존슨기지에서만 이루어진 것이 아님을 입증한다.
노틸러스 연구소의 크리스텐슨 연구원도 다음과 같이 말한다. "정보자유법에 따라 공개된 내용은 1998년에 시행된 훈련뿐이지만 이와 유사한 훈련은 지금도 계속되고 있을 것이다."(민족21, 2002.12월호, 61쪽)
필자가 가진 능력의 한계로 현지조사를 통해 완벽히 증명을 할 순 없었지만 위의 이유들로 하여 미 공군기지의 탄약고에 대한 핵보유사실에 의혹을 던지게 된다.
맺는말
사진가인 필자는 사진 작업의 일환으로 과거의 역사가 흘리고 지나간 사실을 규명해보는 차원에서 핵문제의 의혹을 접근했지만 최근 북에서는 미국이 북미 제네바합의 이후에도 계속해서 선제 핵공격정책을 포기하지 않고 북에 대한 핵위협을 가해왔다는 주장을 하는 것으로 알고 있다. 북이 제시하는 근거를 잘 알진 못하지만 필자의 조사결과 드러난 진해의 미군 핵선박정박소의 실상이나 다른 탄약고들에 대한 핵탄두 보유 의혹들과 연관시켜 볼 때 전혀 근거 없는 것은 아니라고 판단된다.

(....)After arrival Chinhae Korea, Cushing, Vandegrift and Curtis Wilbur met up with their Republic of Korea Naval counterparts. COMDESRON 15 hosted a reception dinner onboard Cushing for CAS 51 (Korean Commander ASW Squadron 51), plus the commanding officers of all ships participating in SHAREM 126. Following an overnight in Chinhae, the hunt was on. During the operation, Cushing conducted more than 60 hours of flight time, 20 flight quarters, 30 hours as SAU (Search and Attack Unit) Commander, and had 13 hours of active sonar contact. SHAREM 126 was conducted by the Surface Warfare Development Group (SWDG) in the East Sea of Korea from 12-18 September 1998. The Naval Oceanographic Office collected oceanographic and acoustic data to characterize the acoustic environment during this exercise 2. These data include physical oceanography, bottom characteristics, bioluminescence, and acoustic data. These data along with Navy Standard and research models and databases were used to investigate the environmental impact on acoustic performance. 이와 관련하여 미군수송사령부(USTRANSCOM) 차원에서 이루어진 전세계적인 탄약이동연습에서 한국의 탄약콘테이너에 대한 수송적합성을 시험했는데 이 연습의 결과 이루어진 시스템의 개선조치 가운데 가장 중요한 개량은 한국의 진해항구 설비의 수리였다.
1998년 4월에 완성된, 이 성공적인 현대화 노력은 부두 흘수(배가 잠기는 정도)를 낮추었다. 이를테면 큰 콘테이너 배들의 정박과 하역이 가능해 진 것이다. 진해는 파워 크레인 골리앗 크레인과 4개의 트럭 노선과 2개의 철도 선을 완벽히 갖추게 되었다.
그리하여 예를 들면, 지금은 미 공군의 공대지탄약과 함께 사전배치병력선(APF)에 적재된 1,103개의 콘테이너를 하역하는데 단 3일만이 걸린다. 이러한 가능성은 진해를 국제기준의 폭발물 콘테이너선으로부터 직접 철도와 트럭까지 고속 수송하기에 적합한 유일한 지정항구로 만들었다.

이와 관련 일본의 신도겐이치(新藤健一)씨는 그의 저서에서 필자와는 다른 견해를 발표한 적이 있다.
"헤노코 최대의 T자형 저장고는 28개방으로 나뉘어져 있다. 각방 입구에는 폭발물의 위험도를 나타내는 1에서 4까지의 숫자가 부착되어 있고 황색 또는 적색의 환기구가 나있다. 노란색 팔각형 안에 `1`자가 새겨져 있는 것은 핵과 그에 상응하는 폭발물이다.(....) 그리고 X자안에 숫자 2가 씌여진 것은 화학무기를 뜻한다. 노란색 마름모꼴에 4자가 새겨져 있는 것은 일반 폭발물이다. `C`마크에 대해서는 미군당국이 화학무기를 나타낸다는 것을 시인한 적이 있으며(...) 미공군의 71년도판 [폭발물 안전교본]에 따르면 B마크는 생물무기를 나타낸다고 명시되어 있다.

밑줄 친 부분은 1차 자료인 미 국방성의 각종 폭발물 탄약 안전기준의 내용과 차이가 있다. 팔각형의 `1`자 표식은 핵에 상응하는 폭발정도를 포함하긴 하지만 비핵폭발물에만 부착하도록 규정되어 있다. 또한 신도겐이치씨는 미 국방성의 극비문서를 근거로 제시한 핵무기저장시설의 특징을 다음과 같이 제시했다.
"미국방성의 극비문서인`핵무기 보관기준, 원칙`과 대조해 보면
1. 최대폭발물의 저장을 나타내는 `1`자가 쓰여진 8각형마크
2. 광전식 침입 감지시스템

사실 필자는 이 자료를 입수하지 못했으나 이중 1번 항은 극비문서라 해도 앞의 교범들과 전혀 다른 기준을 적용하고 있어 사실 여부에 의문이 든다. 신도겐이치씨는 특히 1번항의 기준을 근거로 주일미군시설의 핵무기 저장 여부를 판단하고 있다.
필자의 견해로는 대부분의 폭발물교범이 그의 저서가 출간된 93년 이전에 발행된 것들인 점으로 볼 때 그의 착오가 아닌가 생각된다. 아니면 국방부의 야전교범에서 폭발물 화재 표식에 대한 부분의 개정이 이루어져 있었던 된 것 일수도 있으나 아직 그런 사실을 확인치 못했다.

Definition of Robust Munitions from DoD 6055.9-STD: These are munitions having a ratio of the explosive weight to the empty case weight less than 1.00 and a nominal wall thickness of 0.4 inches. 정책 Policy
핵전과 관련한 미국 정책은 강한 핵능력을 유지함으로써 상대를 억지하고, 만약 억지가 실패하면 국가와 동맹국들로 구성된 폭력의 가능한 한 가장 낮은 단계에서 교전을 종결시킨다는 것이다. 미국의 입장은 만약 전쟁의 결과가 불확실하다고 평가되고 그래서 핵공격을 시작하는 것에 대한 자극이 제거되는 어떤 환경아래 쇠퇴된다면 억지는 성취된 것이다. 이 정책은 미국 군대들에 의한 핵무기들의 선제 사용을 방해하지 않는다.
US policy concerning nuclear warfare is to deter it by maintaining a strong nuclear capability and, if deterrence fails, to terminate the conflict at the lowest possible level of violence consistent with national and allied interests. The US position is that deterrence is achieved if the Threat assesses the outcome of war to be so uncertain and so debilitating under any circumstances that the incentive for initiating a nuclear attack is removed. This policy does not preclude the first use of nuclear munitions by US forces.

한미 연례안보협의회는 한미간 군사적 지도의 최고 기구이다. 조직편제상 양국의 군통수권자가 결정하는 기구이나 관례적으로 국방장관이 대리하는 형식을 띠고 있다. 상시적인 군사결정최고기구가 주한미군사령관과 한국합참의장 간의 회의로 유사시에 대한 전술적 판단은 실제로 여기에서 이루어진다. 한미 연례안보협의회는 1년에 한번씩 전략적 그림을 합의하는 자리라 하겠다. 다음은 1995년도 SCM 공동성명 요지이다. 미국의 핵우산 정책이 제네바합의 이후에도 계속되고 있음을 알 수 있다. 다음은 신문기사의 내용이다.
SCM 공동성명 요지
1. 제27차 한미 연례안보협의회의(SCM)가 95년 11월2∼3일 서울에서 개최됨.
2. 이양호-페리 두 장관은 한반도 안보가 아.태지역 안정에 필수적이며 미국의 안보와 세계평화유지에 절대적이라는 점을 재확인.
3. 두 장관은 북한 핵활동 투명성 확보를 위해 북한이 북미 기본합의대로 핵확산금지조약(NPT) 및 국제원자력기구(IAEA) 안전조치 협정상의 의무들을 철저히 이행할 것을 촉구.
4. 북한의 지속적인 재래식 전력 증강과 미사일 개발계획 추진에 깊은 우려를 표명.
5. 한미안보동맹이 견고하게 유지되고 있다는데 견해를 같이함. 페리 장관은 ▶주한미군 현대화의 계속 추진 ▶유사시 핵우산 등 즉각적이고 효과적인 지원 제공이라는 미국의 공약을 재천명. 이장관은 ▶한반도 방위의 주도적인 역할수행 ▶전력정비사업의 지속추진 등을 재확인.
6. 한반도 평화와 안정이 남북한간 직접대화를 통해 확립돼야 한다는데 견해를 같이함. 또 한반도비핵화공동선언이 이행돼야 함을 재강조하고 `남북기본합의서에 따라 남북대화와 협력조치들이 재개돼야 한다는 점을 강조. 군사정전협정은 남북간 직접협상에 기초, 영구 평화체제로 대체될 때까지 유효하다는데 합의.
7. 양측은 한국정부가 96년도에 미화 3억3,000만 달러의 방위비를 분담하며 향후 3년간 매년 10%씩 증액키로 합의.
8. 군수·방위산업 및 공동연구개발계획 등 기술협력을 호혜적으로 발전시켜나갈 것을 합의.
9. 다음 SCM은 96년중 워싱턴 DC에서 열기로 합의.
10. 페리 장관은 이번 회의의 성공적인 개최에 대해 이 장관에게 사의를 표명.
