[이데일리 피용익기자] 오는 2일 영국에서 열리는 주요 20개국(G20) 회의에서는 경제위기에 대처하기 위한 초국가적인 합의가 이뤄질 수 있을 지 주목되고 있다. 그러나 벌써부터 각국의 입장이 첨예하게 맞서며 긴장감이 고조되고 있다고 마켓워치가 31일(현지시간) 보도했다.
버락 오바마 미국 대통령은 각국이 대규모 재정지출을 통한 경기부양에 나설 것을 촉구하고 있지만, 독일과 프랑스는 이에 반대 입장을 나타내고 있다.
앙겔라 메르켈 독일 총리는 "경기부양을 위해 이미 충분한 재정을 지출했다"며 "추가 재정지출을 하기 전에 효과를 지켜볼 필요가 있다"고 밝혔다.
고든 브라운 영국 총리는 추가 부양책을 지지하고 있지만, 머빈 킹 영란은행(BOE) 총재는 이에 대한 우려를 표명하고 있다.

(서울=연합뉴스) 이연정 기자 = 세계 금융위기 극복을 위한 주요 20개국(G20) 정상회담을 앞두고 각국 정상들이 연일 '보호주의 배격'을 외치고 있지만, 이는 공약(空約)'에 그치고 있다고 영국 일간 파이낸셜타임스(FT)가 1일 보도했다.
대외 석상에서는 하나같이 무역장벽 철폐, 도하 라운드 협상 타결을 주창하고 있지만 국내에서는 연일 보호주의적 정책들을 도입하고 있다는 것이다.
보호주의와 관련해 '말 따로, 행동 따로' 양상을 보이는 대표적인 국가가 바로 미국이다.
버락 오바마 미 대통령은 취임 직후 "지금은 보호주의적 움직임을 보일 때가 아니라는 점을 분명히 밝힌다"며 보호주의에 대한 반대 입장을 천명했지만, 미 의회는 7천870억달러 규모의 경기부양책에 "공공 사업을 벌일 때는 미국산 철강 제품만을 사용해야 한다"는 '바이 아메리칸(buy american)'조항을 포함시켰다.
미국 정부는 또 구제금융을 받는 금융기관들의 외국인 직원 채용을 규제하기로 했으며, 최근에는 멕시코 트럭의 미국 고속도로 통행허용 조치를 돌연 취소해 논란을 빚었다.
'새 기축통화 도입'을 주장하며 미국 주도의 국제 금융질서에 도전장을 낸 중국 역시 보호주의에 대해서는 미국과 비슷한 태도를 보이고 있다.
중국 정부는 최근 자국 기업들의 수출 부진을 극복하기 위해 섬유, 철강, 유화 , 전자 분야에 대한 수출세 환급분을 인상한다고 발표했으며, 군소업체들에 타격을 줄 수 있다는 이유로 자국 주스업체 후이위안(匯源)이 코카콜라에 인수되는 것을 막기도 했다.
"보호주의는 마약과도 같다고 생각한다"면서 보호주의를 강력히 비판했던 루이스 이나시오 룰라 다 실바 브라질 대통령도 국내에서 더 많은 기업에 재정지원 혜택을 제공하고, 수입제품에 대한 덤핑 조사를 강화하고 있다.

지난해 12월부터 수입차에 대한 관세를 인상하고, 중앙은행의 루블화(貨) 방어에 수백억 달러를 쏟아 부은 러시아 역시 대외적으로는 "러시아 역시 세계 무역 장벽을 철폐해야 한다는 각국 지도자들의 견해에 동의한다"는 입장을 천명한 바 있다.
이와 관련, 세계무역기구(WTO) 사무총장을 역임했던 피터 서덜랜드 브리티시 페트롤리엄(BP) 회장은 "G20 정상들이 보호주의의 위험을 인지하고 자유무역과 도하라운드 협상 타결에 대한 의지를 재확인한다고 해도, 그들이 국내에서 보호주의 압력에 직면해 있다는 사실은 부인할 수 없다"고 말했다.
국내외 이해관계 충돌로 인해 보호주의에 대한 '공약'이 지속할 수밖에 없다는 것이다.
파스칼 라미 WTO 사무총장 역시 최근 FT와의 인터뷰에서 "G20 선언은 정치적 선언에 불과하다. 정치적 언급을 법적 구속력이 있는 사안으로 탈바꿈시키기란 불가능한 일"이라고 밝혔다.
로버트 졸릭 세계은행 총재는 "우리는 이미 보호주의적 움직임이 확대되는 상황에 직면했다. '이것을 사라', '저것을 사라'는 규정(원산지 규정), '특정인들에게 비자를 발급해서는 안된다는 규정' 등이 그것"이라고 지적하면서 각국 지도자들이 경기부양책, 구제금융 등을 빙자해 기만적인 보호주의 조치에 의존해서는 안된다고 강조했다.
그는 또 세계은행이 국제 무역 활성화를 지원하기 위해 앞으로 500억달러 규모의 기금을 조성할 계획이라고 밝혔다.
세계은행이 지난달 18일 발표한 보고서에 따르면 G20 소속 17개 국가가 지난해 11월 이후 새로 도입한 무역제한조치는 모두 47건에 이른다.

이 지구상에 수많은 생명체의 영들이 그리고 수많은 종류의 영의 유형별로 어우려져 우리의 생명의 영들은 더불어서 살아가고 있다
최고의 영의 세계는 절대적인 신의 보살핌아래에 성령의 충만함에 살아가는 영이 최고의 높은 자리에서 일반인들의 생명의 영이 생각하는 영의 관점과 달리 제일 높은 위치에서 존재하고 있다
소생은 누차 강조하지만 일반인들의 생명의 영들이 거듭 태어나는 성령의 충만한 영으로 반드시 되어라는것이다 이번 기회가 마지막이다
자신의 성령이 충만한 영이 되려면 자신의 영이 집착하려는 영부터 버려라 아예 나의 영을 모조리 버리면 악령도 들어올수가없다 들어올 공간도 없다 그러나 버리지못하고 수많은 맘에 탐심을 집착을 하고 하다보니 악령들이 들어오게되는것이고 자신의 영이 성령에 충만함에 멀어진다
대한민국에 목사분들 스님분들 주교분들 기타 종교종단의 수장자분들 다 합쳐서 100만명 정도 추산한다
그들도 자신의 이번 생에서 마지막 구원받는 시기이기에 자신의 아상들을 탐심들을 집착들을 모조리 종단이라는 미명아래에 벌지못하고 잡고 있는 아상들을 버려라 그리고 남은 육신의 여생 자신들의 죄업장을 갚고 가는 기회의 시간이 되어야 한다
그대들이 다음에 인간 내생에 온다고하드라도 오늘날 전세계 정치권력을 행사하는 본능적인 생명의 영에 지나지못하므로 다음 내생에 온들 의미가 없다
천상 세계에 들어가려면 큰 공덕을 지어야 한다 그들은 중생들 양들의 피눈물의 재물을 통해서 자신들의 육신들을 의지하고 살아왔기에 천상 세계에 이르기에는 힘들다 더욱이 인류의 불행과 고통을 가중시켜온 방치해온 책임은 그대들에게도 있기에 말이다
그것이 자신의 믿음의 주체인 성인분들에게 자신들의 발자취와 오늘날 중생들의 양들의 불행과 고통을 올바르게 인도하는데 자신의 육신의 마음을 그것에 받친다면 죄를 사하고 그나마 간신히 들어갈수가 잇을것이다
절대적인 신께서는 석가모니 부처님도 예수님도 수많은 성인분들 선지자분들 천자분들 다 알고 계시기에 절대적인 신앞에서 너희들것만 잘났다고 주장하지말라는것이다
지금 소생은 이 지구전체를 놓고 성령이 충만한 인재양성에 최소한 연령대별로 전세계에 10대에 10명을20대에 10명을 30대에 10명을 지금 40대에는 소생을 위시해서 과연 몇분이 될지는 모르나 10명도 나오지못할것이다 전세계 연령대별 인구중에
어차피 40대 이후의 연령대별은 이미 절대적인 신께서 적임자나 모든 상황에 맞는 은사의 생명의 영을 보냈기에 그분들이 지금 전세계 어딘가에 자신의 은상에 최선을 다하고 계실것이다
그러므로 40대 이후의 성령이 충만한 영으로 만들어감에는 40대 이후의 생명의 영들은 각자가 알아서들 말귀가 빠르고 깨어난 영이면 자신이 무엇을 해야하는지 알것이다
그래서 지금 소생은 전세계 최소한 3세대 유형별중에 총300명중에 압축해서 최소한 10영의 성령이 충만한 생명의 영이 통과된다면 인류에게 참으로 큰 축복이다
각 연령대별로 계속해서 이러한 성령이 충만한 인재의 생명의 영들을 키워냄에 이것만큼 지구행성에 매우 귀중한 보배가 없다 이는 절대적인 신께서도 함게 하실것이고 그들을 보호하며 매우 귀중한 생명의 수만명 수억명의 생명의 일반 영의 개체수보다도 귀하기에 이러한 영들을 지구방위 창설군에서 환경을 만들어주시면 감사합니다
이것은 지구 제국을 건설해서 유지해감에 매우 중요한 인재 양성 천사이므로 전세계 각 국가 사람들을 대상으로 수많은 사람들을 모집하여 소생이 그러한 면접들을 통해서 가려내어서 성령이 충만한 인재들을 만들어드리이다
이것은 자신의 국가나 민족이나 대륙에서나 인류전체에서 국가나 민족보다도 귀한 그분들의 인재 양성의 의미와 가치가 있는것이다
