정교분리 원칙 위해 '교회 면세'
미국 교회가 면세 혜택을 누릴 수 있는 가장 중요한 이유는 정교분리 원칙이다. 여기에는 국가가 과세를 통해 교회를 압박할 수 있다는 염려가 깔려 있다. '국가로부터 종교의 자유를 수호한다'는 취지다. 신도들도 교회에 낸 헌금에 대해 세금 공제를 요청할 수 있다. 한국에서도 헌법상 정교분리 원칙이 명시되어 있고, 종교단체의 재산세 면세와 헌금에 대한 세금 공제가 시행 중이다.
이와 동시에 '교회 면세'는 '종교로부터 국가 운영의 자유'를 지키기 위함이기도 하다. 세금을 내지 않는 만큼 국가 운영에 개입하지 말라는 이야기다. 그러나 이런 정교분리 원칙이, 성직자가 정치 문제로 발언하면 안 된다는 소리는 아니다. 미국 성직자들은 낙태·안락사·전쟁·환경 등에 대해 자유롭게 의사를 표명할 수 있으며, 심지어 교회에 정치인을 초청해서 연설을 부탁할 수도 있다. 다만 직접적 정치 개입은 용납되지 않는다. 특정 정치인을 공개 지지하거나 반대할 수 없다. 특정 법안(예컨대 낙태 관련)을 의회에서 통과시키거나 저지할 목적으로 캠페인을 벌여서도 안 된다. 그리고 이런 원칙을 어기면 해당 교회의 면세 혜택이 박탈된다.

교회가 공공성을 침해한다면?

교회의 면세 혜택이 사회적으로 인정될 수 있는 또 한 가지 중요한 이유는 '교회의 공공성'이다. 시민들은 '교회 면세 때문에 납부해야 하는 더 많은 세금'과 '교회가 공동체에 주는 공적 이익'을 맞바꾼다고 할 수 있다. 그런데 이는 교회가 공공에 어떤 혜택도 제공하지 못하거나 심지어 공공성을 짓밟는다면 '교회 면세' 역시 철회되어야 한다는 의미이기도 하다.
그렇다면 교회가 제공하는 공익은 무엇인가. 미국에서는 일단 교회의 자선사업이다. 국가의 손이 닿지 않는 어려운 시민에게 교회의 손이 미치기를 기대한다. 물론 교회 측에서는 '시민들의 영혼 구원'을 공익으로 내세우고 싶겠지만, 일반 시민도 이를 공익으로 간주할지는 의문이다.

이런 면에서 한국 교회는 면세를 누릴 자격이 있는가? 가장 간단한 답변은 분명치 않다는 것이다. 한국 교회 중 절대다수는 세금을 내지 않고 따라서 재산을 신고하지도 않는다. 그러니 헌금 중 어느 정도를 자선사업에 사용하는지 외부에서는 알 수 없다. 목사에게 어느 정도의 보수를 주는지도 사실상 비밀이다. 다만 종교단체의 재산과 유동자산을 간접 추정해볼 자료가 있기는 하다. 노무현 정부 당시 문화체육관광부가 낸 '2006년 종교단체 운영자금'에 따르면, 개신교·불교·천주교의 2006년 운영자금은 3조1760억원(개신교), 4610억원(불교), 3390억원(천주교)이다. 개신교의 운영자금이 불교와 천주교의 10배 정도에 이르는 것은 십일조 덕분이다. 그런데 이는 운영자금에 불과하니 실제 수입은 훨씬 많을 것이다. 기독교은행 설립을 추진하다가 사기 혐의로 구속된 새소망교회 강보영 목사는 지난해 11월 '발기인 대회'에서 "한국 교회의 부동산 가치만 해도 80조원이 되고 연간 헌금 총액만도 4조8000억원이다"라고 말한 바 있다. 사기 피의자의 주장이라 완전히 신뢰할 수는 없지만 개신교계에서 특별한 반론이 없었던 것도 사실이다.
그런데 교회는 이런 돈을 어디에 사용할까. 남오성 교회개혁실천연대 사무국장은 "교회가 자선 활동을 많이 하는 것처럼 보이지만 그 돈의 규모가 정작 얼마나 클지는 의문이다. 교회가 정말 큰돈을 사용하는 부문은 예배당 건축이다"라고 말한다. 김상구 종교권력감시시민연대 사무처장의 저서 < 믿음이 왜 돈이 되는가 > 에 따르면, 일부 대형 교회는 수백억원을 대출해서 건축에 투자한다. 예컨대 경기도 성남시 ㅎ교회는 120억원, ㅇ교회는 149억원에 이르는 은행 채무를 갖고 있다. 금리를 6% 정도로 가정할 때 연이자만 7억~9억원에 이른다.

미국에서 성직자로 받을 수 있는 세금 특혜는 주택수당(소속 종교단체에서 제공하는 주택 혹은 거주비용)을 공제받을 수 있다는 정도다. 목회자의 수입이 10만 달러인데 이 중 교회에서 지급되는 주거비용이 2만 달러라고 가정하자. 이 경우, 연방 소득세는 주거비용을 뺀 8만 달러에 대해서만 과세된다. 주택수당을 실제보다 크게 신고해서 세금을 줄이려는 목사는 적발되면 처벌된다. 그러나 자영세에는 주택수당이 포함된다. 앞의 경우, 해당 목회자는 주택수당이 포함된 총수입 10만 달러에 대해 1만5300달러를 자영세로 내야 한다(자영세율은 15.3%).
국내에서 종교인 세금 문제가 여론화될 때마다 보수 개신교계는 '반복음적 현상' '종교 탄압'이라며 강하게 반발해왔다. 그러나 개신교의 본고장인 미국에서는 상당히 엄격한 종교인 과세가 시행되고 있다.
'교회 면세'는 정교분리 원칙의 준수, 그리고 이로 인해 재산상 피해가 불가피한 일반 납세자들을 설득할 정도의 공공성을 교회가 보장할 때 사회적으로 정당할 수 있다. 더욱이 한국에서만 관행적으로 시행되는 '종교인 면세'에는 어떤 사회적 정당성도 없다. 보수 개신교계 목회자들이 정당을 만들어 시민으로서 정치적 권리를 행사하는 것은 환영할 일이다. 그러나 이는 해당 목회자들이 개인 소득세를 기꺼이 납부하고 소속 교회의 면세 특권을 포기할 때 진정한 지지를 얻을 수 있을 것이다. '어린 양'의 '무상'을 그토록 혐오하면서, '목자'만 '무상'을 누리겠다면 누가 '기독교 정당'을 기꺼워하랴.

‘타키온’ 이용… ‘웜홀’의 발견
영화 ‘스타트렉’의 우주선 엔터프라이즈호
[속보] 라식/라섹 49만원? 최저가!! 여성들이 흥분하는 남성크기?‘중성미자가 빛보다 빠르다’는 실험 결과가 나와 세계 물리학계가 발칵 뒤집혔다는 소식이 전해지자 국내 인터넷과 트위터는 한동안 중성미자 얘기로 들끓었다.
사람들이 가장 궁금해하는 것은 영화에서 보는 것처럼 ‘과거나 미래로 시간여행을 할 수 있느냐’다. 이에 대해 한국과학기술정보연구원 강궁원 책임연구원은 “이론적으로는 (시간여행이) 가능하다”고 말했다. 어떻게 가능할까.

○ 시간여행 하려면…
1985년 개봉한 미국 영화 ‘백 투 더 퓨처’부터 ‘터미네이터’ 시리즈까지 공상과학(SF) 영화에서 단골 소재로 쓰이는 게 과거로의 시간여행이다. SF의 영원한 고전 ‘스타트렉’에서는 우주함선 엔터프라이즈호가 빛보다 빠른 속도로 시공간을 자유롭게 넘나든다. ‘초(超)광속 여행’을 하는 것이다.
강 연구원은 이런 일들이 “이론적으로는 가능하다”고 말했다. 방법은 두 가지다. 빛보다 빠른 물질을 찾아내 시간이 과거로 흐르는 게 허용되는 시공간(時空間·Space time·시간과 공간을 합친 개념)을 만들거나 ‘웜홀(Worm hole·벌레구멍)’을 이용하는 것이다.
빛보다 빠른 물질은 ‘타키온(tachyon)’이라고 불린다. ‘빠르다’는 뜻을 가진 그리스어 ‘타쿠스’에서 나왔다. 과학자들은 1900년대 초부터 가상의 입자 타키온을 발견하기 위해 꾸준히 노력해 왔다. 우주를 이루는 기본입자인 중성미자는 타키온의 후보 가운데 하나였다. 1985년 미국 예일대 물리학과 앨런 코도스 박사가 처음 그 가능성을 제시했다. 이번 발견으로 과학자들은 중성미자가 진짜 타키온이 될 가능성도 염두에 두고 있다. 타키온을 이용하면 어떻게 과거로 이동할 수 있을까. 강 연구원은 “아인슈타인의 특수상대성이론에서는 물체가 과거로 시간여행을 하려면 반드시 빛의 속도보다 빨라야 한다는 결론이 나오지만 보통의 물체는 아무리 가속해도 빛의 속도를 넘을 수 없다”고 말했다. 그는 “그러나 타키온이 존재한다고 가정하면 시간이 미래로만 흐른다는 특수상대성이론과 달리 시간이 과거로 흐를 수 있는 완전히 새로운 개념의 시공간이 생긴다”며 “이런 시공간에서는 물체가 미래는 물론 과거로도 이동할 수 있게 된다”고 설명했다.
웜홀은 일종의 ‘지름길’에 해당한다. 가령 지구에서 250만 광년(光年) 떨어진 안드로메다은하까지 여행한다고 하자. 인간이 만든 비행체 가운데 가장 빠른 것은 태양 탐사위성인 ‘헬리오스2’다. 속도는 초속 70km. 태양계를 벗어나는 데만 4년 반, 안드로메다은하까지는 90억 년이 걸린다. 만일 지구와 안드로메다은하를 연결하는 웜홀이 있다면 수년 만에 갈 수 있다. 90억 년이 걸리는 거리를 단 수년 안에 이동했으니 마치 ‘초광속 여행’처럼 보인다.
스티븐 호킹 같은 물리학자들은 우주에 웜홀이 있다고 주장하지만 아직 발견된 적은 없다.
○ 과학계 오류 검증에 주력
전 세계 과학계는 이번 결과를 냉정하게 받아들이고 있다. 추가 검증이 필요하다는 것이다. 대부분의 과학자는 실험 조건에 문제가 있었거나 계산에 착오가 발생했을 가능성을 염두에 두고 있다. 영국 서리대 물리학과 짐 알 칼릴리 교수는 “이번 발표가 정확한 것으로 드러난다면 생방송에서 내 사각팬티를 먹겠다”며 희화화하기도 했다.
이번 실험 결과를 발표한 유럽입자물리연구소(CERN) 연구진도 답답해하긴 마찬가지다. 연구진의 수석연구원인 안토니오 에레디타토 박사는 “우리가 생각하기에도 이번 결과는 ‘미칠(crazy) 노릇’이기에 다른 연구자들에게 같은 실험을 해볼 것을 권한다”고 말했다.
