소생이 전세계 신명계들의 앞으로 향후 전개될 상황등을 성경의 기록을 참고하고 그리고 유럽이 그동안 사냥군의 전술을 사용해왔기에 이번에도 한반도에 천운이 온 부분과 소생의 역활 부분과 그리고 중국과 일본의 역활 구도 부분에 대해서도 그래서 과연 절대적인 신게서 이미 이들 두축은 절대적인 신을 부정해온 영들이기에 심판을 내려주시는이 될지 아니면 소생이 그러한 심판을 통한 지구공동방위 창설군이 자동적으로 탄생되어서 그것을 러시아가 좀더 적극적으로 관심을 가지고 준비해야하는데 러시아는 소생에 대해서 어떠한 조치를 보여주지않고 있으니 그것도 그만큼 유럽과 미국 일본의 지원 중국의 지원속에서 그나마 이제 내실있는 러시아 국가 백년대계를 구상하고 있으니 시간이 걸리고 있기에 말이다 거기에 이스라엘 유대 자본의 저울질

지금 절대적인 신께서 인류의 선천시대를 마감하는 마무리하는 정리하는 차원에서라도 오대양 육대주 지각판을 심판해야함은 필요성은 다양한 측면에서 필요하고 절실함을 분석으로 나왔기에 지구 전체의 대륙의 지각판을 갈라버려야 함은 분명하다

이것의 여파로 적도 국가 선상들이 타격을 받고 동시에 기존의 국가들의 틀을 버리고 거대한 제국 대륙의 공동체가 형성 촉진시킬것으로 본다

더욱이 이러한 대륙의 지각의 심판으로 자동적으로 지구공동방위 창설군이 가을 추수 군대가 등장하게되고 적도 국가 선상에 처절한 민족과 민족간의 악연들이 존재하고 있는 현실들을 단숨에 해결 처방이 되니 유럽 전선과 중동 전선 아시아 전선이 그러하다

중국이 일본이 역시나 절대적인 신의 존재를 부정해온터라 동북아 공정에 일본의 천황 제도 그리고 동남아 불교권의 한축 그리고 다른 한축인 유럽의 기독교의 3개 종파 종단 그리고 이슬람교와 힌두교 유대교가 존재하기에

자발적인 절대적인 신의 존재 인정에 과연 그들은 그리고 한반도 내부적으로도 그러하고 그래서 인류의 선천시대를 갈무리하는 차원에서 강력하게 심판을 대륙의 지각판을 통해서 하게될것이라 소생은 믿는다

그러하지못하면 소생은 불가피하게 유럽으로부터 사냥개가 되어서 나중에 사냥꾼에 잡아먹히는 운명이 소생의 운명이다 그래서 이 부분에 대한 그동안 인류가 소생에게 대해온 아시아권 중국과 일본 그리고 대한민국내 그들의 세력들 그리고 유럽권과 중동권 미국권이 소생에 무엇을 내줄것인지 댓가가 있어야 하는데 그역시 하드라도 소생이 절대적이인신의 종이 그대들에게 농락당하는것이니 이것을 과연 절대적인 신게서 허락하실것인지 소생이 그들에게 농락당하는 일은 없을것으로 본다

이미 소생의 추정으로는 카운터 다운이 들어간것으로 본다 대륙의 지각판을 심판하는 날이 다가오리라 본다 핵무기를 사용해서라도 소행성을 사용해서라도 대륙의 지각판을 심판을 하고자함이다

인류의 정의에 선에 침묵해오고 방치해오고 죄악에 대해서 그들을 향해서 벌을 응징을 하지않으면 인류는 희망이 없다 성령으 구심축도 세울수가 없다라는 사실이다 그래야 인류의 후천시대를 열어가고 꽃을 피울수가 있는것이다

그래서 소생이 만방의 열국으로부터 항복을 전세계 모든 종교종단으로부터도 항복을 받아낼것이다 이것이 몇일동안 비가 내리면서 ㅇ성령에 임하여 깨우침을 주시고 전세계 신명계 속사정을 들어다본 상황의 형국이다

유럽 공동체나 미국이나 러시아나 이스라엘이나 이들이 말못하는 고민도 잘알고 있다 그래서 그들을 사냥꾼으로 한반도에 정직한 영을 사냥개로 희생당한 사례나 유럽에도 그러한 영들이 있었다 미국에도 그러하고 러시아도 독일도

중국도 일본도 이에 동조하고 이익이 되었기에 그렇게 한것이고 유독히 한반도 내부적으로는 악순환의 굴레를 벗어나지못한 전개 과정이 이러한 패턴에 의해서 꼼작없이 희생당해야만 상황들이 많았다 역사적인 인물들이

그래서 소생이 절대적인 신의 종으로 다시한번 그들의 함정에 그물에 놀아날 소생이 아니기에 이렇게 미리 언급들을 세게 신명계 상황을 알려주는것이다 간략하게 구체적인 언급은 피하고 말이다

유럽 공동체가 선이든 악이든 가는길은 맞다 단지 결과를 무엇으로 내놓을것인지 중요하지만 ......... 소생의 이 언급은 기독교 3대 종파종단인 카톨릭교와 동방정교회 그리고 개신교가 소생의 심오한 성령의 뜻을 알고 계시리라 본다 소생이 그대들 기독교에게 뭔말을 하고 있는지 이와더불어서 유대교와 이슬람교 그리고 불교 이미 다 파악을 했기에 인류의 멸망을 놓고 소생은 지금 현재 세계 전체가 놓여있고 달려온 신명계와 앞으로 달려가고자하는 방향의 세계 전체의 신명계의 구도를 언급해주고 있는것이다

이러한 가운데 한반도가 단기 4300여년의 역사를 바로 세우게되는것이다 이것이 한반도에게 온 천운이다 천부경 사상을 그대로 바르게 세우게 되는날이 한반도 천운을 맞이하는것이다 그리고 한반도에서 먼저 천부경의 성령의 구심점을 세우게될것이다 그리고 천제단의 성전을 세우게되고 그러니 이것을 전세계가 인정해줄것인지 않인지 지금 이것을 소생은 지켜보고 있는것이다

단군 사상의 숭배는 바로 저들이 원하는바의 뜻이기에 그래서 단군1205년동안 얼마나 불안정한 정국 상황과 정치 권력이 돌아갔는지 실패한 추락해가기 시작한 문명의 출발점이다 그래서 발자취는 인정하나 이것을 숭배하지않는다

오로지 절대적인 신을 숭상하고 믿음과 실천으로 그 믿음을 대신해가는 실천의 자세만 가지면된다

소생은 지금 이미 세계 경제의 새로운 돌파구 출구 전략을 찿아내었다 그들이 정직하게 움직이면 협조를 해 드릴것이고 그러하지못하면 궁물도 없다

현재 전세계가 앞으로 흘려가고 있는 절대적인 신의 하늘의 도수는 다시 재현을 하게되는것이고 천부경에 동그라미,삼각형,사각형 이 의미대로 성령의 계획은 진행되어가고 훗날 인류가 멸망한후에 역시나 마지막으로 동그라미의 성령의 세상을 맞이하게될것이다

이것은 분명히 성령의 세상은 옵니다 이 우주와 지구가 이날가지 무수한 불안정하고 불규칙한 물질의 시공세계를 그리고 삼라만상의 축생의 영, 반축반인의 영,사람의 영,아누 세계의 영,성령 세계의 영,여기서 3분의 신관의 천사분들과 4분의 신령의 루시퍼들 북두칠성은 바로 3분의 신관분과 4분의 신령으로 구성된 절대적인 신의 사자이시고 좌장군과 우장군을 겸비한 북극성이 북두칠성을 포함되어있는것이다

앞으로 북두칠성은 사라지게될것이다 그래서 지금 가을 추수 군대가 탄생되어지면 이들이 얼마나 성령의 계획에 충실히 해가느냐에 북극성이 북두칠성의 모든 권한과 권능을 지구방위 총사령관에게 지금은 소생이 그 권한과 권능을 부여받고 인간 세계에 온것이기에 가을 추수 군대에게 별을 6개를 달아드릴것이다 그 나머지 사령관들은 지금의 오성 별만 달고

지구촌은 크게 세가지 혈통의 분류로 나누어져있고 그 나름대로 혈통의 사역들을 최대한 활용해왔기에 앞으로도 마찬가지이지만 지구 전체의 통일도 중요하지만 성령의 영들을 인재 양성을 해서 구원해드리고 인도해드리는 성령의 영들을 많이 키워드리는것이 지구 행성이 남는 자산이고 지구인들이 보유할수있는 미래의 우주의 자산이 된다

우주외계 생명체들이 그 역시 한계에 봉착하는 날은 온다 다 지구와 우주를 대정리하고 나면 그토록 염원하고 인내하든 절대적인 신의 성령의 계획을 이루어지는 날이 오기에 지구인들의 자신들의 영에 대한 성령에 대한 투자와 노력을 게을리하면 축복과 보상은 존재하지않는다 물질적 일신의 생애동안 편안한 생존의 삶을 누릴지는 모르나 자신의 영은 그러하지못하다

이 지구 전체의 그동안 걸어온 지구인들의 영들의 발자취와 현존에 당면한 물질적인 측면과 그들의 영적인 측면 다 파악을 했기에 삼각형의 꼭대기위에 성령이 자리잡고 있으니 지구를 구할것인지 지구인들이 계속해서 물질의 개,노예로 살아갈것인지 주인 정신의 영으로 공유해서 공동체를 형성해갈것인지 이러한 바탕에서 인류의 불행과 고통을 구제하려는 강력한 지구 제국의 통일 추진 의지가 있는지 살펴보고 있는것이다 지구 제국을 통일하기위해서는 성령의 촛대 성령의 구심점부터 세워놓아야 하기에 지금 소생이 이것을 요구하고 있는것이다

더욱이 한반도가 들어오는 천운에도 성령의 구심점을 세워놓아야하기에 이것이 이 한반도 운명의 미래 수천년동안 짐어지고 갈 사역이기에 그러하지못하면 지난날 중국으로부터 일본으로부터 주변 국가들로부터 외세의 압박을 받게되고 멸망을 그들이 시킬것이니 그래서 인류의 멸망까지 이번이 처음이자 마지막이다라는 사실이다 중국이 그래서 동북아 공정을 포기하지않는것이고 일본이 천황제도를 페지하지않는것이다

유럽연합(EU) 대통령 선출에 대한 평가

유럽연합(EU)이 보다 강화된 유럽합중국으로 갈 수 있는 기초가 되는 리스본조약이 12월 1일 발효되었다. 리스본조약의 핵심은 EU '대통령‘격인 EU '정상회의 상임의장'과 '외무장관'격인 EU ’외교안보정책 고위대표'의 선출이다.

EU는 그동안 경제공동체로서는 상대적으로 많이 성공했지만, 정치공동체로서는 많은 점에서 부족하다는 평가를 받아왔다.

각 나라마다 성향이 판이하게 다른 EU 27개 회원국은 서로 다른 목소리를 냈기에 국제 외교에서는 EU의 단합된 입장이 표출되지 못했다. 따라서 이 두 직책을 선출하게 된 것은 EU의 정치적 통합을 강화하고, 대외적으로 EU를 대표할 인물을 내세워, 국제사회에서 EU의 영향력을 확대시키겠다는 것이다.




1. 헤르만 판롬파위 유럽연합(EU) 대통령


EU 이사회 순번의장국 대표로 11월 19일 특별 정상회의를 주재한 프레드리크 레인펠트 스웨덴 총리는 27개국 정상이 만장일치로 헤르만 판롬파위(Herman Van Rompuy, 62세) 벨기에 총리를 EU ‘정상회의 상임의장’(대통령)으로 선출했다고 발표했다.

또한 이날 특별 정상회의에서는 영국의 캐서린 애슈턴(Catherine Ashton, 53세) EU 통상담당 집행위원을 초대 ‘외교안보정책 고위대표’로 임명했다.


EU 27개국 정상들은 초대 ‘대통령’과 ‘외무장관’을 선출하는데, 회의 당일 오전까지도 의견의 일치를 보지 못했다. EU 정상들은 초대 대통령을 강대국이 아닌 약소국에서, 그리고 EU 의회의 다수를 차지하는 우파에서 ‘관리자형’ 인물을 찾았는데, 이에 따라 베네룩스(벨기에, 네덜란드, 룩셈부르크) 3국의 정상들이 후보로 거론되었고, 그중에서도 헤르만 판롬파위 벨기에 총리가 가장 유력한 후보였다.



이는 독일 메르켈 총리와 프랑스 사르코지 대통령 등 강대국 정상들이 EU 초대 대통령에 거물 정치인이 선출되면, 자신들의 영향력이 약화될 것을 우려하여 초기에 유력한 후보로 거론됐던 토니 블레어 전 영국 총리를 반대하여 낙마시켰기 때문이다. 베네룩스 3국은 강대국과 소국의 중간자적 지위 덕택에 초대 대통령을 뽑는 과정에서는 물론, 그동안 EU 집행위원장과 나토(북대서양조약기구) 사무총장 등 유럽을 대표하는 자리에 여러 차례 진출한 경험을 갖고 있었다.


한편 영국은 블레어 전 총리가 사실상 낙마하자 끝까지 전체 회원국의 만장일치를 거부하고 표결로 결정하자며 EU 정상들을 압박했고, 그 과정에서 ‘외무장관’ 자리를 요구했다. EU의 정치적 통합을 강조한 두 고위직 선출의 첫 출발부터 표결로 선출하는 것을 부담스러워한 나머지 회원국 정상들은 묵시적 합의 아래 영국에 외교대표직을 주기로 했다.

이에 적합한 인물을 결정하지 못하다가 정상회의 직전 좌파 진영에서 여성의원인 영국의 캐서린 애슈턴 EU 통상담당 집행위원을 공식 추천함으로써 특별 정상회의를 통한 ‘대통령’과 ‘외무장관’의 선출이 마무리됐다.




2. EU 대통령 선출에 대한 평가


▶ 유럽을 대표하는 “한 사람”이라는 의미


판롬파위 ‘대통령’과 애슈턴 ‘외무장관’의 조합은 정치 성향으로는 중도우파(기독민주당)와 좌파(노동당)의 안배가 이루어진 것인데, 좌우 정파의 타협이라는 유럽의 전통적인 정치 문화에 따른 것이다. 리스본조약으로 신설되는 두 개의 요직을 우파든 좌파든 어느 한 쪽이 독점하기 어려운 게 유럽의 정치전통이자 현재 EU의 정치 상황이다.

출신국으로는 약소국(벨기에)과 강대국(영국)이라는 균형과 함께 남녀 성별 안배도 고려된 유럽다운 타협의 결과물이라는 평가를 받는다. 그러나 유럽다운 조합을 이루기는 했지만, 한편으로 국제무대에서 지명도가 낮은 대통령과 외무장관으로 인해 EU를 제대로 대표하는 데 부족하다는 비평을 받고 있다.


EU 27개 회원국 정상들은 EU 대통령으로 불리는 정상회의 상임의장을 선출한 후에 잘됐다는 평가를 주로 하고 있으나, 이런 분위기와 달리 대통령 선출이 기대하는 효과를 거둘지 회의적이라고 비평하는 여론이 있는 것도 현실이다.

유럽의회의 녹색당 공동의장인 다니엘 콩방디는 "EU 지도자들이 EU 기구를 계속 약화시키는 일을 하고 있다"고 비판했다. 이는 EU 집행위원장에 바로수(Baroso)를 재임시킨 것에 이어 강대국의 영향 아래 둘 수 있는 상임의장, 외교대표를 선택했다고 비평한 것이다.


특히 국제적으로 지명도 있는 거물 정치인인 블레어 전 영국 총리의 대통령 선출이 좌절된 영국은 비록 외교대표직을 할애받았으나, 이번 EU 대통령 선출에 대해서 상대적으로 비평적 입장을 취한다. 영국 신문들은 인지도가 낮은 판롬파위 상임의장과 애슈턴 외교대표가 세계 무대에서 큰 몫을 해내지 못할 것이라며 회의적인 평가로 일관했다.

<파이낸셜 타임스>는 판롬파위와 애슈턴이 미국․중국과 경쟁할 수 있을지 의문이며, 미국․중국이 이들의 대표성을 인정하기보다는 독일, 영국, 프랑스 등과의 양자 대화를 통해 유럽과의 협력을 모색할 가능성이 더 클 것이라고 혹평했다. <가디언>도 이번 지명이 세계의 이목을 집중시키는 데 실패했으며, 미․중의 'G2'로 세계 정세가 쏠리는 현상을 저지할 기회도 잃었다고 평가했다.


브뤼셀에 있는 EU의 싱크탱크인 유럽정책연구센터(CEPS)의 야니스 엠마누일리디스 연구원은 상임의장과 외교대표 제도가 자리잡기까지는 "시간이 걸릴 것"이라고 전망했으며, 리스본조약이 효력을 발휘하게 되면 새로운 자리와 이전 자리의 내부 마찰 가능성도 크다고 우려하기도 했다.

또 프랑스의 좌파 정치인 올리비에 페랑(Ferrand)은 "이번 인선은 '정치통합 가속화'라는 EU의 야심에 사망 선고를 내렸다."고 평가절하했다. <뉴욕타임스>는 "유럽의 큰 나라 지도자들은 새 권력자의 출현으로 자신들의 지위가 약해지는 것을 피했다."고 평가했다.


그러나 변화는 늘 크고 작은 문제를 유발한다. 어떤 종류의 마찰도 없이 새로운 일이 수행되는 법은 없다. EU는 지난 50여 년 동안 느린 것 같지만 전 세계 어느 나라들도 하지 못한 정치, 경제적 통합을 이루었다.

큰 기대를 가지고 빠르게 유럽합중국을 구현하거나 기대하는 사람들에게는 큰 실망과 비평의 일이 될 것이지만, 지금까지의 EU 역사를 보면 큰 진전을 이루었다. EU 스스로 그들의 대표자 “한 사람”을 선출한 것이다. 그들이 지금은 공식적으로 EU ‘정상회의 상임의장’이라고 부르는 EU ‘대통령’이 미약하지만 첫 출발을 했다. 앞으로의 리더십은 본인의 몫이지만, EU가 유럽합중국을 향해 가고 있는 큰 물결을 누구도 거스를 수 없는 상황이다.


헨리 키신저 전 미 국무장관은 그의 재직시절 "유럽과 대화하려면 누구에게 전화를 해야 하느냐?"는 말을 남겼다. 그동안 그 상대가 적합하게 없었다. 바로수 EU 집행위원장은 상임의장과 외교대표의 선출 이후 기자회견장에서 "키신저 문제가 이제 해결됐다... (미국) 국무장관은 우리의 외무장관인 캐서린 애슈턴에게 전화해야 한다."고 말했다.

애슈턴 외교대표든지 판롬파위 상임의장이든지 그 자리가 일을 하는 것이다. 그들이 국제 무대에 알려지지 않았다고 해서 그들이 이 직책을 수행할 수 있는 능력이 없는 것은 아니다. 이미 자국과 EU에서 능력을 검증받았다. 이제 보다 강력한 리더십을 가진 지도자를 EU가 요구할 때가 올 것이다. 그리고 미국만큼이나 아니면 그 이상의 권한과 결속력을 가진 대통령과 유럽합중국을 요구할 것이며, 그것은 실현될 것이다.


▶ 현 시점의 유럽연합에 필요한 “한 사람”


브뤼셀 소재 싱크탱크인 유럽정책연구센터(CEPS)의 다니엘 그로스 소장은 "유럽은 아직 일체감이 부족하며, 회원국들이 세계적인 관점에서 생각하기보다 자국의 입장에 매달리는 '소국 콤플렉스'도 여전하다."고 지적했다. 개별 회원국들이 국제통화기금(IMF)이나 주요 8개국(G8) 정상회담 같은 주요 국제기구에서 기득권을 포기하려 들지 않기 때문에 유럽이 한 목소리를 내기 쉽지 않다는 것이다.

유럽외교관계이사회(ECFR) 역시 11월 2일 발표한 보고서를 통해 장차 EU가 미국에 필적하는 영향력을 발휘하려면 내부 분열부터 정리하는 것이 우선이라고 지적했다. 또 벨기에의 앤트워프 대학은 최근 연구 보고서에서 "EU의 현재 통합 단계상 카리스마보다 자제력이 있는(low-key) 지도자가 필요하다"고 주장했다.


이와 같이 전 세계에 EU를 대표할 최고 정치인의 선출이 지명도 높은 거물 정치인이라기보다는 관리형 대통령이어야 한다는 것이 현재 유럽 정치의 한계이자 현실이다. 따라서 국제사회에서 무명에 가까운 두 인사가 선출된 것은 유럽의 정치통합에 대한 빠른 진행보다는 다소 느리지만 유럽의 현재 문제점을 풀어나가는 방법이 될 수 있는 것이다.


판롬파위 ‘대통령’의 지명도가 낮다는 것이 그의 무능함을 의미하지는 않는다. 그가 벨기에 총리로 취임한 지 1년 만에 그에 대한 벨기에 국민들의 평가는 180도 달라졌다. 벨기에를 둘로 나눌 뻔했던 네덜란드어권과 프랑스어권의 지역 갈등이 잠잠해졌는데, 그의 조용한 성품이 화합과 조화의 리더십을 발휘한 것으로 평가받고 있다. 세계적인 경제위기 와중에 벨기에의 경제위기를 잘 넘겼다는 평가를 받고 있다.



판롬파위 ‘대통령’은 지금까지 국제사회에 거의 알려지지 않은 인물이지만 자국 내에서는 “미스터 해결사”라는 별명을 갖고 있을 정도의 인정받는 지도자이다. 그동안 EU는 동과 서, 대국과 소국 등으로 갈라져 이해관계가 엇갈려 왔기 때문에 어떤 사안에도 쉽사리 합의가 이뤄지지 않았다.

이런 EU의 고질적인 문제를 풀 수 있는 적임자가 벨기에의 민족 갈등을 풀어낸 판롬파위라는 평가를 받은 것이다. 강력한 리더십보다는 조정자로서 27개 회원국의 갈등을 조율하고 융화시키는 능력으로 복잡한 이해관계가 얽혀 있는 EU 통합에 적합한 인물로 평가받았다는 점에서 그가 현재 EU 초대 대통령으로 적임자라고 할 수 있다.


판롬파위 ‘대통령’은 세계 100대 대학에 선정된 로마카톨릭의 예수회 대학인 루벤대학에서 철학과 경제학을 전공한 소위 “독실한 카톨릭 신자”이며, 네덜란드어를 쓰는 벨기에 북부 플랑드르 지방 출신이지만 네덜란드어는 물론 프랑스어, 영어, 독일어에 능통하고, 벨기에 중앙은행에서 일하던 중 기민당에 입당하여 1990년대 벨기에 예산장관으로 재직하면서 재정 적자를 큰 폭으로 줄인 경제통으로도 알려져 있는 “중도우파” 정치인이다.



이런 점에서 그는 현재 로마카톨릭의 영향과 다양성 속에서 일치라는 “EU의 정체성”을 아주 잘 대표하는 인물이며, 27개 회원국을 조율해야 하는 적임자라고 할 수 있다. 따라서 EU가 판롬파위를 선택한 것은 대외적인 대표성에 앞서 EU 내의 정치적 통합을 우선시한 것으로 분석할 수 있다. EU는 무엇보다 회원국 간 이견을 조율하고 통합하는 리더십이 필요하다는 것이다.


한편 EU의 대외적인 영향력은 분명 이전보다 한층 커질 것이다. 바로수 집행위원장은 “6개월 순회의장을 할 때는 주요 이슈를 놓고 미국․중국 등과 EU 차원의 통합된 의견을 교환하는 게 불가능했지만 앞으로는 이슈를 선점하고 주도할 수 있다.”고 말했다. EU 정상회의 상임의장(대통령)의 역할에 대한 규정은 아직 구체적으로 정해지지 않았다. 그렇기 때문에 ‘이름만 대통령 아니냐’는 지적도 있으나, 반대로 대통령이 하기에 따라서는 상당한 권한을 행사할 수 있다.

6개월 임기의 순번제 의장의 경우에도 의장은 맡은 각국의 정상이 어떻게 하느냐에 따라 EU 내에서는 물론 국제 사회에서 상당한 영향력을 행사할 수 있었기 때문이다. 그런데 지금은 더 확실한 ‘대통령’격인 상임의장의 자리가 주어졌기 때문에 그 가능성은 더욱 크다고 할 수 있다.




3. 유럽연합(EU) 대통령 선출 이후


▶ UN과 국제 사회에서의 지위 향상


현재 EU의 지위는 아프리카연합(AU)․국제형사경찰기구(인터폴) 등과 같은 ‘국가 간 기구’이다. 그런데 영국 일간 <더타임스> 인터넷판의 11월 19일 보도에 따르면, EU는 12월 1일 리스본조약이 발효되면 유엔에 ‘준국가’로 인정해 줄 것을 요구하는 특별 결의안을 제출할 계획이다. 즉 유럽연합(EU)이 유엔에 지위 격상을 요구한 것이다.

EU가 추진하고 있는 유엔총회 결의안이 적용될 경우 EU는 유엔총회와 위원회에서 별도의 의석과 명패를 부여받게 된다. 또 투표권은 없지만 토론에 참여하고 결의안 공동 스폰서가 될 수 있다. 또 리스본조약에 따라 선출된 EU 대통령, 즉 정상회의 상임의장은 유엔에서 EU를 대표하게 되고, 미국 뉴욕의 유엔 본부에 있는 EU 외교관 역시 15명에서 약 50명으로 늘어나게 된다.


▶ EU 군대 창설


EU 결속을 한층 강화하는 내용을 담은 리스본조약의 발효가 12월 1일로 다가오면서, EU 역내에서는 '리스본 이후‘(post-Lisbon) 구상이 거론되고 있다. 그중에서도 지역 통합에서 가장 민감한 사안인 공동 군대 창설이 공개적으로 거론되기 시작했다. 이탈리아의 프랑코 프라티니(Frattini) 외무장관은 11월 15일자 영국 신문 <더타임스>와의 인터뷰에서 "유럽 군대 보유는 필수적인 목표"라면서, 오는 19일 EU 정상회의에서 '새 유럽'의 골격이 짜지고 나면 "이탈리아는 유럽 군대 창설을 추진할 것"이라고 밝혔다.



프라티니 장관은 "리스본 조약에는 '만약 일부 국가들이 상호협력강화를 원할 경우 그렇게 할 수 있다'는 조항이 있다"며 "그 조항을 이제는 '공동 유럽 방위'에 적용할 수 있을 것"이라고 했다. 그는 선례로 1992년 마스트리히트 조약을 통해 일부 국가들이 단일통화인 유로(euro)를 쓰기 시작해 점차 유로존을 넓혀간 것, 1985년 솅겐 협약을 통해 역내 국경통제 폐지를 확대해 간 것 등을 들었다. 전 폴란드 총리인 예지 부제크(Buzek) 유럽의회 의장도 최근 EU 군대 창설을 지지했다.


EU의 공동방위군 창설 움직임은 과거에도 여러 차례 표출됐지만 회원국들 간 이견이나 소극적 태도, 미국의 견제로 뚜렷한 성과는 거두지 못했다. 지난 2월에도 유럽의회는 독자적인 훈련 기준과 작전 교본을 가진 '유럽공조무장군(SAFE․ Syn chronized Armed Forces Europe)' 창설을 의결했지만 구체화하지 못했다. EU의 공동 방위 추진은 국제무대에서 지도적 위치를 확보하기 위해서 필요하다는 것이 EU 내의 여론이다. 이와 같은 군대 문제 역시 강력한 국가연합으로 가는 데 필요한 요소로서 앞으로 진전이 있을 것으로 전망된다.




4. 결론


세계 역사는 인간의 계획에서 나오는 것이 아니다. 각 나라와 국가 원수는 자국의 이익을 위해서 움직이지만, 그 가운데도 하나님의 섭리적 역사가 있어 각 나라들과 세계제국의 흥망성쇠를 주관해 오셨다. 다니엘과 요한계시록의 예언에 따르면 세계제국은 로마에 기원을 둔 국가 연합체이다.

현재의 유럽연합이 바로 그 전 단계이며, 앞으로 유럽합중국의 형태로 발전하고, 보다 강력한 카리스마를 지닌 지도자들이 나타날 것이다. 현재의 초대 ‘대통령’은 이러한 단계로 나가기 위한 첫걸음을 내디뎠을 뿐이다. 현재의 유럽연합에 대한 비평도 많이 있으나, 더디지만 큰 변화를 이루어온 유럽연합은 어느 한순간 세계가 깜짝 놀랄 만큼의 변신을 꾀할 것이다.



그리고 유럽연합, 그리고 발전된 유럽합중국은 마지막 세계제국이 될 것이며, 마지막 대통령이 로마카톨릭의 교황과 함께 적그리스도와 거짓 선지자로 드러날 것이다. 성경대로 믿는 그리스도인은 예언을 성취시키고 있는 유럽연합을 주목해야 하며 주 예수 그리스도의 재림을 소망하여 영적으로 깨어 있어야 한다.
