정부가 아프가니스탄에 PRT(지역재건팀) 민간요원 130명을 보내고 또 이를 보호하기 위한 방편으로 비전투병력을 파견한다는 방침을 시사하면서 아프간 재파병 문제가 수면 위로 급부상하고 있다.

현재로선 비전투병력으로 특전사 병력 300명을 파병하는 방안이 국회를 통과해 실제 성사될 가능성이 유력하다. 야당인 민주당도 이 정도 규모라면 크게 반대하지 않는다는 분위기다. 하지만 북핵 위협이 엄존하고 주한 미군 중동 이전 배치, 전시작전권 환수 시기 등 한ㆍ미 군사동맹을 둘러싼 미묘한 분위기가 있는 상황에서 이 정도로는 부족한 것 아니냐는 여론이 고개를 들고 있다.

한국이 해외에 군대를 파견한 것은 1964년 베트남전이 처음. 40년 넘는 해외파병 역사를 가지고 있고, 전체 누적병력도 34만4602명에 달한다. 그러나 그중 90%가 넘는 31만2853명이 베트남 파병군이다. 이후 전투임무를 띠고 해외에 병력을 파견한 경우는 없다.

현재 이슈가 되고 있는 아프간에는 미국의 대테러전쟁을 지원하기 위해 의료지원단인 동의부대와 건설공병대 다산부대가 파병됐을 뿐이다.

정부는 지난 5월 아프가니스탄에 2011년까지 7400만달러 상당 의료ㆍ직업ㆍ태권도 훈련 등 '비군사 분야' 지원만을 하기로 해 또다시 빈축을 샀다.

미국 이외에도 영국ㆍ독일ㆍ프랑스ㆍ이탈리아 등 주요 선진국들도 수천, 수백 명씩 전투병을 보낸 것은 물론, 헝가리ㆍ크로아티아ㆍ마케도니아 등도 아프간에 참전하고 있다.

더욱이 우리 군이 유엔 평화유지활동 참여 확대를 목적으로 3000여 명 규모의 해외 파병 상설부대 창설계획을 밝힘에 따라 최근 방한한 로버트 게이츠 미 국방장관은 큰 기대감을 나타낸 바 있다.

한편 정부는 이르면 다음주 중 아프가니스탄 파병을 포함한 추가 지원 방안을 확정할 것으로 알려졌다. 27일 정부 고위 당국자는 "현재 아프간에 PRT(지방재건팀)가 없는 3개 지역 중 한 곳을 맡는 것을 비롯해 다양한 지원 방안을 검토 중"이라고 밝혔다.

시사주간지 유에스뉴스 앤드 월드리포트는 27일 인터넷판에서 미국이 쇠퇴하고 있다는 경고 사인이 점점 일관되게 깜빡이고 있다면서 9가지 신호를 그 근거로 제시했다.

우선 실업률과 일자리(Jobs) 문제를 첫번째 신호로 꼽았다. 국제통화기금(IMF)은 2010년 미국의 실업률을 9.3%로 예견했다.이는 일부 유럽국가보다는 낮지만 캐나다나 다른 아시아, 스칸디나비아 국가들보다는 높은 수치다.

IMF가 내년 1.9%로 예견한 경제성장률도 미국의 쇠퇴를 보여주는 징조라고 이 잡지는 지적했다. 최소한 10개 선진국 국가보다 미국의 내년 성장률이 높지 않다는 것이다.

또 17% 정도로 추산되는 빈곤율도 쇠락의 근거로 꼽혔다. 이 같은 수치는 경제협력개발기구(OECD)의 선진국 중 세번째로 나쁜 수치라는게 이 잡지의 지적이다.

미국의 교육 수준도 문제로 꼽혔다. 미국의 15세 아이들의 수학과 과학 능력이 선진국 평균보다 낮은 것도 좋지 않은 징조라는 것이다.

국가경쟁력도 썩 만족스럽지 않다. 지난달 발표된 세계경제포럼(WEF)의 국가경쟁력 평가에서 미국의 순위는 금융위기의 여파로 1위에서 2위로 밀려난 상태다.

이 잡지는 영국의 싱크탱크인 레가툼 연구소가 26일 발표한 번영지수에서 미국은 지난해 4위에서 5계단 떨어진 9위로 추락한 것도 좋지 않은 징조 중 하나로 꼽았다.

같은 연구소 조사에서 국민의 건강지수와 관련, 미국이 27위를 차지한 것도 지적했다. 미국인의 예상 수명이 OECD 30개 선진국 국가의 평균보다 짧고, 비만율은 이들 30개 국가 중 가장 높은 것은 문제라는 것이다.
